Office of Congressional and Intergovernmental Affairs Overview

The Office of Congressional and Intergovernmental Affairs (OCIA) serves as advisor to the Administrator and GSA leadership and supervises and maintains agency liaison with all members of Congress and congressional committees. The office also serves as liaison with state and local Government officials and their official national organizations.

National Congressional Support Program

OCIA provides services to Members' State and District Offices.These services range from planning and providing efficient space in GSA-controlled buildings to procuring office furniture and moving services.

Legislative Services

OCIA is responsible for GSA’s compliance with the Office of Management and Budget (OMB) Circular A-19, governing coordination of Administration policy with OMB. Our staff members serve as the central contact point with OMB on legislative and related items including executive orders, enrolled bills and GSA’s legislative items.
