Permitting and Reporting System

BSEE is entering the world of online data exchange with business partners across the country. Electronic data submissions are a growing, vital part of the BSEE's mission.

The use of electronic business (E-business) tools will greatly reduce the time involved in processing information, reduce the errors incurred during the data input process, and reduce the overall cost of doing business for both the Oil and Gas Industry and the Federal Government.

Many types of information (business objects) are submitted to the government agency on a daily basis, requiring significant human intervention. Working jointly with industry representatives and other regulatory agencies, BSEE is testing solutions that provide both a standard regulatory reporting format and a more direct interface with our databases.

Please log out of eWell if you are going to be away from your computer as the system will automatically time out your session after 30 minutes.

Below is a table of scheduled downtime.  Please note that the system may be brought down for short times during the day as emergency maintenance requires.

NOTICE: OnLine Payment may not be functioning properly at the moment. If you get Error StartTrans: can't complete the transaction: startOnlineCollection failed with Exception having endPointURL https://tcs.pay.gov/services/TCSOnlineService/2.0/: java.lang.NullPointerException, then please go to https://pay.gov website and use appropriate Permit to Drill Well or Modify Well form to make payment and attach receipt PDF to eWell Permit.

NOTICE: NEW! ENHANCEMENTS to the eWell Payment Process

  • Emailed Payment Receipt to Login User: The look and feel of the payment process has changed but enhanced to provide more information.Upon completion of the payment, e-Well will issue you a detailed screen that provides the Order of Purchase along with the Payment Receipt, including the paygov transaction id that is proof of payment.You have the option to screen print and copy this information for your records.An emailed receipt of Confirmation will be sent to the login user.

    So, please make sure that your contact information, especially email, is up-to-date. Call Help Desk if not.


  • ACH-debt Payment: To ensure that your ACH-debit payment processes successfully please verify with your Finance office that your company has ACH-debit transactions authorized with the companies bank. If you have questions, contact Brenda Dickerson at bseefinanceaccountsreceivable@bsee.gov.

NOTICE: When submitting Applications for Permit to Drill (APDs, ABPs, ASTs) and Applications for Permit to Modify a Well (APMs) via the eWell Permitting and Reporting System, you will be directed to www.pay.gov to pay your application fees online.  For more information click here to see fees for services.

NOTICE: Information about the eWell Permitting and Reporting System is outlined in Notice to Lessees and Operators (NTL) No. 2014-N03, effective September 30, 2014. The NTL includes appendices which include an application manual and user request forms. The application manual explains the process and forms required to obtain an eWell account. In accordance with the NTL, please mail all completed eWell User and Administrator user requests to the following office:
