Leadership

The bureau is led by a Director appointed by the Secretary of the Interior. The Director is supported by senior executives who manage national programs, policy and budget in the bureau's Washington, D.C. headquarters. Each of the bureau's three Regions -- Alaska, Pacific, and Gulf of Mexico -- has a Region Director responsible for management and program implementation.

Associate Director for Administration: Scott Mabry
Scott Mabry is the Associate Director for Administration of the Bureau of Safety and Environmental Enforcement (BSEE). His current responsibilities include leadership and oversight of a diverse portfolio of administrative functions to include acquisition, information technology, human capital, finance, equal opportunity, space and facilities, security, and emergency management.
During his tenure as Associate Director, Scott has been instrumental in developing and implementing cost and performance metrics that provide transparency into the administrative functions he leads. Additionally, he has provided executive oversight leading to the success of several critical initiatives to include the on-going modernization of the Bureau’s technology systems, establishing a functioning data stewardship program, leading the development of an effective records and directives program, leading the Bureaus space and facilities program through several complex relocations, and advancing BSEE’s Human Capital efforts to include recruitment, retention, and training.
Scott has been at the Department of Interior since 2004. Prior to his current role, Scott served as Deputy Director, Office of Financial Management, Department of the Interior, and prior to that, he was the Chief of the Finance Division at the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE). Before joining Interior, he worked at KPMG, a public accounting firm. Mr. Mabry is a graduate of Kansas State University. He is a Certified Public Accountant, licensed in Virginia.

Office of Offshore Regulatory Programs Chief: Doug Morris
As Chief of Offshore Regulatory Programs, Doug Morris, manages the Bureau of Safety and Environmental Enforcement's regulatory programs and functions that engage risk assessment and analysis, the evaluation of emerging and unusual technologies, safety improvement, offshore training and the develop and maintenance of up-to-date regulations, policies, standards and guidelines. In addition to finding ways to promote safety, conserve resources and protect the environment at BSEE, Morris' programs affect and govern industry's offshore operations nationwide, while maintaining oversight of the bureau's compliance activities. Previously, Morris served at the Energy Information Administration (EIA) where he served as Director of the Reserves and Production Division. Prior to joining EIA, Morris was a member of the American Petroleum Institute's executive staff, where he served as the Group Director for Upstream and Industry Operations. Before joining API, he worked as a petroleum engineer with the Minerals Management Service and with private industry. Morris has a Bachelors of Science degree in Chemical Engineering from Michigan State University and a Doctor of Jurisprudence degree from South Texas College of Law. He is a licensed Professional Engineer in Virginia and a member of the D.C. and Virginia State Bar.

Chief, Environmental Compliance Division: David Fish
David S. Fish is chief of the Environmental Compliance Division. Prior to joining the Bureau, he served his nation in the U.S. Coast Guard, first enlisted and then as a commissioned officer, where he served as communications officer for the national response to the Exxon Valdez spill and led investigations into the Costa Concordia sinking in Italy and the Deepwater Horizon in the Gulf of Mexico. He retired as a Captain. Mr. Fish has earned a Bachelor of Arts degree in International Relations from American University in Washington DC in 1977 and a Master's degree in Public Policy Analysis from the University of Hawaii in 1989.

Safety & Incident Investigation Division: Stacey Noem
Stacey Noem has been an investigator for the last 19 years. Ms. Noem spent more than 16 years as a criminal investigator with EPA’s Criminal Investigation Division, and she has been working with BSEE for 4 years overseeing a staff of investigators and training others within BSEE on conducting incident investigations. As the BSEE’s National Program Manager for Investigations, Ms. Noem has been responsible for leading the development of a national investigations program that provides consistency to BSEE’s investigative process. Ms. Noem earned a Bachelor of Science degree in Physical Science from the United States Naval Academy and was commissioned as a 2nd Lieutenant in the United States Marine Corps upon graduation.

Safety Enforcement Division: Jennifer Mehaffey
Jennifer is the Acting Chief of the Safety Enforcement Division (SED).  The SED administers BSEE’s National Enforcement Program, working collaboratively with regional stakeholders and interagency partners developing national policy implementing BSEE’s OCSLA responsibilities and authorities for the Bureau’s OCS enforcement activities. Prior to joining BSEE, Jennifer was an attorney with the US Coast Guard, Office of Maritime and International Law.  Jennifer’s work included domestic implementation of IMO Safety of Life at Sea (SOLAS) Convention, development of the International Code for ships operating in Polar Waters (the Polar Code) and legal oversight of vessel activities on the OCS. Jennifer came to Washington DC as a Sea Grant Law Fellow, working with the Committee on the Maritime Transportation System.   She is a licensed attorney in New York and holds a Masters Degree in Marine Affairs from the University of Rhode Island.

Oil Spill Preparedness Division: Eric Miller
Eric Miller is the Acting Chief of the Oil Spill Preparedness Division (OSPD), where he leads a staff of environmental science, policy, and regulatory experts overseeing offshore oil spill preparedness and scientific research.  The OSPD is responsible for regulating oil spill planning and preparedness for facilities in both federal and state offshore waters that handle, store, or transport oil.  OSPD is also responsible for conducting a comprehensive spill research program and managing Ohmsett – the National Oil Spill Response Research and Renewable Energy Test Facility – one of the largest test tanks for such research in the world.  Eric previously worked in the commercial industry as an oil spill scientist after retiring with 20 years of service in the U.S. Coast Guard.  As a commissioned officer, he held numerous positions dealing with oil spill preparedness and response, including the roles of Pollution Investigator and Federal On-Scene Coordinator Representative, Chemistry Instructor at the U.S. Coast Guard Academy, Liaison to FEMA Headquarters, Executive Director of the Interagency Coordinating Committee on Oil Pollution Research, and the Program Chair for the 2011 and 2014 International Oil Spill Conferences.  He graduated from the U.S. Coast Guard Academy with a Bachelor of Science Degree in Marine Science and holds a Master’s Degree in Environmental Science from Christopher Newport University and a Master’s Degree in Chemistry from Old Dominion University.

Gulf of Mexico Region Director: Lars Herbst
Lars Herbst is the Director of the Gulf of Mexico Region of the Bureau of Safety and Environmental Enforcement (BSEE). Herbst supervises the regulation of operations, inspection and enforcement program, overall protection of the safety of activities, and environment compliance on Outer Continental Shelf (OCS) federal lands leased for oil, gas and other mineral development. Leases that are overseen by the Gulf of Mexico Region contain approximately 2,300 platforms and numerous drilling rigs. Herbst manages a staff of 350, which includes petroleum engineers, structural engineers, geologists, geophysicists, and environmental scientists. Herbst began his federal career with the former Minerals Management Service in 1983 as a staff engineer in the Gulf of Mexico Region’s Technical Assessment Unit. He later held positions as a drilling engineer, district manager, and field operations regional supervisor. Herbst is a registered professional engineer in the State of Louisiana and holds a bachelor’s degree in petroleum engineering from Louisiana State University.

Alaska and Pacific Region Director: Mark Fesmire
Mark Fesmire is the Director of the Alaska and Pacific Outer Continental Shelf Regions of the Bureau of Safety and Environmental Enforcement (BSEE). As the region director, Fesmire is responsible for supervising the regulation of operations, inspection and enforcement programs, overall protection and safety of activities, and environmental compliance on submerged federal lands leased for oil, gas and other mineral or energy development. In addition to his oversight responsibilities, he manages a staff of 60, which includes petroleum engineers, inspectors, environmental scientists and administrative staff. Prior to BSEE, Fesmire worked for the State of New Mexico from 1999 to 2011 where he was Chief of the Hydrographic Survey Bureau, Director of the State Oil and Gas Regulatory Agency, Chairman of the Oil and Gas Commission and professor of oil and gas law. He began his career as a laborer in the offshore oil fields of the Gulf of Mexico during the mid-1970's. Fesmire is a graduate of New Mexico State University where he received bachelor's degrees in Geological and Civil Engineering. After working for 12 years as a petroleum engineer, he completed his J.D. at Texas Tech University School of Law. He is a Registered Professional Petroleum Engineer and Licensed Attorney.

Ombudsman: Brian Bloch
Brian Bloch, is a certified Organizational Ombuds and works in DOI's Office of Collaborative Action and Dispute Resolution.. He holds a Master's degree in Conflict Resolution, and is a trained mediator, facilitator and trainer.  He has 15 years experience as an Ombuds, 5 of those years working in DOI. Prior to his present job, he worked with the Supreme Court of India helping to introduce mediation into the court system. He has written a number of published articles and spoken at major Universities on the topic of Conflict Resolution. He is a past board member with the International Ombudsman Association where he presently serves on the committee that certifies ombuds.
