Submitting Research Proposals

The Contract Support Section (CSS) advances BSEE’s regulatory objectives by leveraging contracts against applied research projects.  The CSS identifies, funds, and administers contracts to assess safety-related technologies, and perform applied research in support of Bureau’s programs. 

The findings, recommendations and decisions impact the BSEE Regulatory Program, other Federal Regulatory Agencies, and the offshore oil and gas industry, while also impacting public safety through the development of risk-assessment methodologies.

Unsolicited Research Proposals:

Interested parties May submit new and innovative ideas in response to Broad Agency Announcements, Small Business Innovation Research topics, Small Business Technology Transfer Research topics, Program Research and Development Announcements, or any other government-initiated solicitation or program to BSEE for consideration.

If a new or innovative idea isn’t publicized under a programs, the idea may be submitted as an unsolicited proposal. An unsolicited proposal is evaluated by BSEE’s technical personnel. The proposal must be in accordance with the Federal Acquisition Regulations (FAR), Part 15.6. See 5.6.
