Overview

The Eastern Management Development Center (EMDC) holds open enrollment courses, including the Leadership Education and Development (LEAD) certificate program, in Washington, DC, and other locations around the country and online.

Access the building using the E Street entrance. Please be prepared to show identification to the security guard, who will direct you to your classroom.

Dress Code

The dress code for all EMDC classes is business casual, regardless of location. Plan to be comfortable.

Getting Lunch

There is a cafeteria in the building as well as several restaurants close to the facility. A list of lunch options will be provided to you during your course.

Please check the website or your welcome letter for the specific start and stop times for your course. Note that you are required to be present for the entire course to receive a Certificate of Completion. Please adjust your schedule accordingly.

Tuition for courses designated as “residential” includes meals and lodging. For “non-residential” courses you are responsible for your own meals and lodging.

In addition to the Washington, DC, classrooms, EMDC delivers residential courses at the Federal Executive Institute. Please check the website for class locations.

Commuting to a course designated “residential” is strongly discouraged. EMDC’s residential programs include evening work, such as small group projects, one-on-one coaching, and other program activities. After-hours networking with other course participants also helps optimize your learning.

LEAD Certificate Program

The Leadership Education and Development (LEAD) Certificate Program lets you take charge of your professional development by providing a clear path to leadership training that is right for you and your career.

The LEAD Certificate helps emerging leaders, managers, and supervisors meet the challenge of succession management. At each level, you will gain core knowledge and develop capabilities for leadership success, culminating with a certificate signed by the Director of OPM, formally recognizing your achievement.

  • LEAD Certificates are issued for a specific level of leadership.
  • For a given level, you must complete the required number of courses in EACH column of the table below, which will result in a total of five courses to be completed for each LEAD Certificate level.
  • The last of the five courses must be completed within three years of the start date of the first course taken.
  • It is recommended, but not required, to complete the Assessment and Core courses first, before taking the Policy and Skill categories.
  • You may earn a LEAD Certificate for a level of leadership, even if you are not at that level, but we strongly recommend checking with your training manager to see whether your agency has any specific rules regarding taking courses for a higher level than your current position.
  • The LEAD Certificate Program is a self-paced program, which means OPM is not formally involved until you complete the five required courses for a given level of leadership. This also means you register for each course individually as you progress through the program.
  • Within 90 days of completing the last of the five courses at a given level, you must email a list of your five completed courses with the start dates to validate completion within the three year period to the OPM LEAD Certificate Program Manager at LEAD@opm.gov.
  • Once validated, you will have 90 days to submit a four-to-six page capstone paper detailing lessons learned and describing at least one example of application back on the job. The paper will be reviewed for Pass/Fail by an OPM Program Director/Faculty Member.

How do I get a LEAD certificate?

Once a “Pass” rating on the capstone paper is attained, you will receive a LEAD Certificate.
