Our international grants support projects to combat some of the most abusive labor practices, including the use of child labor, forced labor, and human trafficking in global supply chains. ILAB-funded projects also promote trade partners’ compliance with the labor requirements of U.S. trade agreements and preference programs – helping to ensure a fair global playing field for workers in the United States and around the world.

Strengthening Labor Law Enforcement 

This project enhances governments’ capacity to create, implement, and monitor the application of labor laws by working with ministries of labor, labor judges, and other judicial labor authorities. It seeks to use data collected from labor inspections to identify gaps that facilitate violations and to support legal reforms to address them. The project also uses data analytics to identify and combat labor inspection corruption, waste and inefficiency, and identifies regional inspection units in need of training and capacity building.

Preventing and Reducing Child Labor and Forced Labor in Palm Oil Supply Chains

It will also disseminate best practices in social compliance systems in these and other palm oil producing countries, particularly Brazil and Peru.

It supports key stakeholders to develop and implement strategies to reduce child labor and improve working conditions in artisanal and small-scale mines as well as in the broader cobalt supply chain.

Sakriya 

The Sakriya project (Sakriya means “active”) works to build the capacity of Nepalese civil society to more effectively detect and combat forced child labor and other labor abuses in Nepal’s brick, embroidery, and carpet weaving sectors. It leverages partnerships across Nepal’s child protection networks to facilitate access to services for survivors of labor abuses and to reduce the risk that adults and children will be forced into harmful work in these sectors.

Improving Labor Law Enforcement in Guatemala

Promoting acceptable working conditions in trade partner countries helps the U.S. create a fair playing field for its own workforce and for U.S. companies that play by the rules. This project seeks to ensure that workers in the agricultural export sector in Guatemala, with whom the U.S. has a free trade agreement, receive at least the minimum wage, work within legal hours of work limits, receive due compensation for overtime, and operate in a safe working environment. A particular focus is on improving the capacity of the labor inspectorate and judiciary to become more efficient and effective in investigating violations regarding acceptable conditions of work in the agricultural export sector.

From Research to Practice (RTP)

The Research to Practice (RTP) Project applies rigorous research methods in an effort to accelerate global action against child labor and forced labor. The project seeks to help policymakers and practitioners access relevant research and evaluation tools, identifies key knowledge gaps, and facilitates the development of a global research agenda to guide new policy-relevant research efforts. To that end, the project also seeks to broaden and diversify the researcher pool, increasing both the number and capacity of researchers working to shed light on these abusive labor practices.

Leveraging Data to Build an Efficient Labor Market in the Northern Triangle

All economies, whether in the United States or in Central America’s Northern Triangle (El Salvador, Guatemala and Honduras), need timely, accurate information to fuel efficiencies in their labor markets. These efficiencies, in turn, help ensure social stability and contribute to economic growth – both within countries and beyond. This project will seek to strengthen labor market information systems in the Northern Triangle to create useful labor market intelligence -- helping workers to find jobs, employers to fill the skills gap and economies to grow.

Measurement, Awareness-Raising, and Policy Engagement (MAP 16) Project on Child Labor and Forced Labor

The United States supports the goal of bringing meaningful change to the lives of the 152 million child laborers and the 25 million adults and children in forced labor around the world by eradicating child labor, forced labor and human trafficking. USDOL’s MAP 16 project supports this goal through efforts to (1) improve the knowledge base on child labor, forced labor and human trafficking; (2) improve awareness of these issues through the use of data-driven techniques; (3) strengthen policies and improve the capacity of governments and other stakeholders to combat child labor, forced labor, and human trafficking through national, regional, and global initiatives; and (4) strengthen partnerships to accelerate progress in combatting child labor, forced labor, and human trafficking.

Campos de Esperanza (Fields of Hope)

Campos de Esperanza (Fields of Hope) is a project in Mexico that involves multiple stakeholders in government, the private sector and civil society working together to reduce child labor in migrant agricultural communities, particularly in the coffee and sugarcane sectors in Veracruz and Oaxaca. The project will link children and youth to existing educational programs and refer vulnerable households to existing government programs to improve income and reduce the need for child labor. Campos de Esperanza will also strengthen the Mexican government’s capacity to prevent and manage Chronic Kidney Disease of unknown causes (CKDu) and improve working conditions based on regional and international best practices, in partnership with the private sector and community-based groups.

Project to Promote Workplace-Based Training for Vulnerable Youth in Argentina

Supporting Sustainable and Child Labor Free Vanilla-Growing Communities in SAVA (SAVABE)

The SAVABE project will aim to reduce child labor in the production of vanilla in the Sava region of Madagascar. The project will assist the vanilla industry to eliminate child labor in Madagascar’s vanilla supply chain and will build the capacity of Madagascar’s law enforcement to enforce child labor laws. The project also will work with local communities to provide an education to children engaged in or at risk of child labor and will help impoverished families by teaching adults marketable skills to increase family income and access to credit through village savings and loan associations.

EMPOWER: Increasing Economic and Social Empowerment for Adolescent Girls and Vulnerable Women in Zambia

M&E Toolkit: OCFT Sectors & Themes

The project will help enhance the sustainability of child labor and forced labor program efforts by contributing to the overall body of knowledge on how best to assess child labor and forced labor interventions. The Promoting Apprenticeship as a Path for Youth Employment Project is working directly with employers, workers’ organizations, and governments to help increase the number of apprenticeship opportunities for vulnerable youth in Argentina, Costa Rica, and Kenya. The project will create and strengthen private sector networks in support of apprenticeship and other types of work-based training, such as internships, in all three countries, helping employers launch quality work training programs while ensuring these programs are accessible to disadvantaged youth.

Assessing Progress in Reducing Child Labor in Cocoa-Growing Areas of Côte d'Ivoire and Ghana

The overall objective of this project is to identify the various interventions carried out since the signing of the Declaration in 2010, assess their relative effectiveness, and measure progress towards the achievement of the various goals and targets outlined in the Declaration and Framework, including the goal of a 70 percent reduction in aggregate of the worst forms of child labor in the cocoa sectors of Côte d'Ivoire and Ghana by 2020.

Paraguay Okakuaa (Paraguay Progresses)

In partnership with the Paraguayan Ministry of Labor, Paraguay Okakuaa is strengthening the enforcement of labor laws in agriculture in the Department of Guairá and providing educational and livelihood opportunities for families vulnerable to child labor, particularly young women. And in response to the government’s political will to address forced labor, the project is now expanding efforts to the Chaco, a significant cattle- and beef-exporting region. By addressing labor issues in global supply chains, particularly in the beef sector, the project will help ensure a fair playing field for U.S. goods in global export markets.

Consolidating and Disseminating Efforts to Combat Forced Labor in Brazil and Peru

Vulnerable populations in rural and urban areas are victims of forced labor in Brazil and Peru. They endure abusive working conditions, debt bondage, deception, intimidation and threats, and restriction of movement, among other unlawful labor practices. Some victims of forced labor have been rescued from forced-labor conditions within agricultural supply chains or manufacturing businesses with domestic and global reach. The Consolidating and Disseminating Efforts To Combat Forced Labor in Brazil and Peru project works with governmental institutions, the private sector, and civil society organizations to strengthen their capacity to address forced labor at all levels. In Brazil, the project supports Mato Grosso state’s Integrated Action program to assist forced-labor victims, while in Peru, the project helps the Peruvian government implement forced-labor policies through exchange activities between Brazil and Peru.

ABK3 LEAP

The ABK3 project raised awareness, strengthened advocacy, and built the capacity of community, government, and sugar industry stakeholders to reduce exploitative child labor in 11 sugarcane producing provinces in the Philippines. The project provided educational support to help children succeed and stay in school, and assisted families in increasing agricultural productivity, finding alternative sources of income, and linking to social protection programs in order to alleviate the root causes of child labor. ABK3 worked closely with the sugarcane industry and Government of the Philippines to integrate child labor prevention into policies, guidelines, and training to ensure that protections for children were addressed at every stage of sugarcane production.
