Daniel Lipka

Daniel Lipka, a member of the Senior Executive Service, currently serves as the Acting Assistant Administrator for FEMA’s National Continuity Programs (NCP) Directorate.  The NCP mission is to coordinate the planning, implementation, and execution of continuity across the Executive Branch to ensure the continuous performance of national essential functions of government under all conditions.  NCP also manages the continuity of FEMA operations, and assists the continuity planning efforts of state, local, tribal, and territorial governments.  Previously, Mr. Lipka served as the Director, Continuity Division, for the Office of Operations Coordination (OPS) in the Department of Homeland Security (DHS) where he managed and implemented the Department-wide continuity program while coordinating with the interagency and the National Security Council Staff.  

Mr. Lipka joined DHS in May 2007, where he served as a Senior Law Enforcement Advisor and Chief of the Assessments Section within the Current Operations Division, and assumed duties as the Deputy Director in 2011.  During this timeframe, he worked on a variety of real-world events and crisis providing leadership to the DHS Crisis Action Team.

Mr. Lipka has extensive experience in all aspects of homeland security activities to include: Continuity Operations, crisis management, intelligence and information sharing, human resources, financial management, training management, law enforcement, and drug control initiatives.  

Previously, Mr. Lipka was a Law Enforcement Analyst, Office of State and Local Affairs, Office of National Drug Control Policy, Executive Office of the President from 2003 to 2007 where he provided Program management for 8 High Intensity Drug Trafficking Areas with a budget of over 40 million dollars.

Mr. Lipka is a retired Army Military Police Officer and a veteran of Operations Desert Shield and Storm.  He is a graduate of Rhode Island College with a B.S. in Management and attained a M.A. in Criminology/Corrections from Sam Houston State University, Huntsville, Texas.  He is also a graduate of the Federal Bureau of Investigation National Academy (185) and attended the National Preparedness Leadership Initiative (NPLI), Harvard School of Public Health/Harvard Kennedy School of Government.
