Executive Summary

The Centers for Disease Control and Prevention (CDC) announces the competitive availability of fiscal year 2019 funds to implement a capacity building assistance (CBA) program to strengthen the capacity and improve the performance of the nation’s HIV prevention workforce. This notice of funding opportunity (NOFO) supports a CBA Provider Network (CPN) to implement the following four program components: 1) national training; 2) regional technical assistance; 3) continuous quality improvement and sustainability for community-based organizations (CBOs); and 4) marketing and administrative support for the CPN. These strategies prioritize building individual competencies and technical expertise, strengthening organizational capacities, and enabling supportive structural environments for the HIV prevention workforce to optimally plan, integrate, implement, and sustain comprehensive HIV prevention programs and services. This NOFO promotes and supports: 1) reducing new HIV infections; 2) increasing access to care and improving health outcomes for persons with HIV, including achieving and sustaining viral suppression; 3) reducing HIV-related health disparities and health inequities; and 4) achieving a more coordinated national response to the HIV epidemic. These goals are in accordance with national prevention goals, the HIV care continuum, and CDC’s High-Impact HIV Prevention (HIP) approach
