On 4/12/2017, The Kauai Police Department hosted a media orientation day. This unprecedented event had attendees from KITV, KHON, and KHNL, as well as Civil Beat and The Garden Island Newspaper. The purpose of the orientation was to improve communication with the public and media, as well as offer a different perspective for civilians to consider when questioning why officers do what they do.

Overall, the media orientation was a huge success. Not only did the media participants learn something, but attendees from the law enforcement side got to hear perspectives from the media. The one consistent critique from the media participants was that we should have a media orientation annually, and that we stretch it out over the course of two days. With comments like that, it seems that we have accomplished our mission.

The attached is a copy of the amended Mandatory Use of Seat Belt Law HRS 291-11.6. This bill was passed on May 02, 2013. The driver shall be cited for each passenger not utilizing the provided seat belts. This will include the driver as well as the front seat passenger and rear passengers.

This particular scam is known as a Nigerain Scam. In this scam,  a large amount of money is promised, but only after the victim wires them money first to cover any taxes or processing fees.
