Acting Regional Director

Welcome to Region 5 of the National Labor Relations Board. We conduct elections, investigate charges of unfair labor practices, and protect the rights of workers to act together, serving Maryland, the District of Columbia and parts of Delaware, Virginia, West Virginia and Pennsylvania from our offices in Baltimore and Washington D.C. If you have questions or wish to file a charge or petition for election, please visit one of our offices or call and ask for the Information Officer on duty.  We can arrange to have someone speak with you in the language of your choice. We are also happy to provide speakers and materials to promote a greater understanding of the National Labor Relations Act.

SEEKING VOLUNTARY FIELD EXAMINER INTERNS

This Regional Office participates in the NLRB’s Volunteer Field Examiners Program for undergraduate and graduate students.  The Volunteer FX interns assist in conducting unfair labor practice investigations, arranging representation elections, conducting elections and performing basic legal research. Volunteer Interns will work directly with agents and report to a supervisor who will guide them in handling case work and investigations. Interns may be briefed by senior officials from throughout the Region and Agency about the NLRB and the NLRA. Interns will be asked to produce written work products summarizing the results of investigations along with recommendations.  The Agency will work closely with participating schools to ensure class credit where permitted or desired and will provide on-the-job training as well as training on the NLRB through live and video presentations of the Agency’s Summer Intern Program and regularly scheduled Board Agent training.  Please click on the following link: Student Positions - Pathways and volunteer for more information.    

News From the Region

On January 3, 2017, Assistant to the Regional Director Steven L. Shuster officially retired from the NLRB.  Mr. Shuster’s career with the NLRB spanned 37 years, beginning in 1979.  Mr. Shuster came to the NLRB as a Field Examiner after he had spent a number of years working for the Social Security Administration.  In the mid-1980s, he received promotion to the position of Resident Officer in the Washington Resident Office of Region 5.  In 1987, Mr.

Region 5 certified Local 410 of the IBEW as the bargaining representative of a systemwide unit at Baltimore Gas and Electric Co. (BG&E).

Richard F. Griffin, Jr., General Counsel of the National Labor Relations Board announced the appointment of career attorney Sean R. Marshall as Regional Attorney of the Agency’s office in Baltimore, Maryland (Region 5). In his new position, he will assist Regional Director Charles Posner in the enforcement and administration of the National Labor Relations Act in in Maryland (with the exception of Allegany and Garrett counties), the District of Columbia, and parts of Delaware, Virginia, West Virginia and Pennsylvania.  Mr.

The Washington Resident Office is being relocated as part of the move of NLRB headquarters.  The move will occur during the period beginning Friday, June 26, 2015 through Friday, July 3, 2015. During that period, visitors will not be able to physically access the Washington Resident Office.

On April 8 and 9, 2015, Region 5 will make presentations on the NLRB’s new R-Case Rules.  The April 8 session will be in Washington, D.C. and the April 9 session will be in Baltimore.

The April 8 session is being conducted in conjunction with the Local ABA Practice and Procedure Committee.  This session will begin at 10 a.m. and will be held in the Hill Room of the offices of the law firm of Seyfarth Shaw, LLP.  The address is 975 F Street, N.W., Washington, D.C.
