Benjamin Moncarz

Mr. Benjamin Moncarz serves as the Federal Emergency Management Agency’s Deputy Chief Financial Officer.  Mr. Moncarz provides advice and counsel to the Chief Financial Officer and senior FEMA leadership, including the FEMA Administrator and Deputy Administrator, on financial, internal control, budget, and other related matters.  He represents FEMA to the Department of Homeland Security, Office of Management and Budget, and Congressional offices and Committees on related matters, in addition to co-leading an organization of 300 professionals and technical staff.  In addition, Mr. Moncarz serves in the National Response Coordination Center as the chief of the Resource Support Section.  Mr. Moncarz joined FEMA as the Assistant Administrator for Budget in 2015.  In his role as Assistant Administrator for Budget, he provided leadership and oversight for the agency’s budget formulation, execution, analysis, and reporting.  Mr. Moncarz helped lead the successful rollout and delivery of FEMA’s FY 2017 – 2019 President’s Budgets and has been a tireless champion for FEMA and its workforce, ensuring the Agency served disaster survivors in their time of need.  Prior to joining FEMA, Mr. Moncarz held a number of leadership positions with the DHS Office of Intelligence and Analysis, including Acting Chief Financial Officer and Budget Director.
