Joel Doolin

Joel Doolin serves as the Deputy Chief Counsel of FEMA.  Under the broad direction of the Chief Counsel, he supports overall day-to-day management of the Office of Chief Counsel, and assists the Chief Counsel in the planning, administering, directing, conducting and evaluating the provision of legal services to the Administrator, Deputy Administrator, Directorate and Office Directors and Regional Administrators within FEMA.

Mr. Doolin joined FEMA in 2015.  Prior to joining FEMA, he was a naval officer for almost thirty years serving first as a Surface Warfare Officer and then as a Judge Advocate General’s Corps Officer.  His naval experience includes over ten years at sea or overseas and a wide variety of leadership positions.  His last assignment with the U.S. Navy was service as the principal legal officer to the Deputy Chief of Naval Operations for Information Dominance.

Mr. Doolin received his law degree from The Catholic University of America and a master’s degree (with distinction) in National Security Studies from the U.S. Naval War College.
