Welcome to Region 2 of the National Labor Relations Board. We conduct elections, investigate charges of unfair labor practices, and protect the rights of workers to act together, serving the boroughs of Manhattan and the Bronx and Orange, Putnam, Rockland, and Westchester counties from our office in Manhattan. If you have questions or wish to file a charge or petition for election, please visit our office or call and ask for the Information Officer on duty. We can arrange to have someone speak with you in the language of your choice. We are also happy to provide speakers and materials to promote a greater understanding of the National Labor Relations Act.

SEEKING VOLUNTARY FIELD EXAMINER INTERNS

This Regional Office participates in the NLRB’s Volunteer Field Examiners Program for undergraduate and graduate students.  The Volunteer FX interns assist in conducting unfair labor practice investigations, arranging representation elections, conducting elections and performing basic legal research. Volunteer Interns will work directly with agents and report to a supervisor who will guide them in handling case work and investigations. Interns may be briefed by senior officials from throughout the Region and Agency about the NLRB and the NLRA. Interns will be asked to produce written work products summarizing the results of investigations along with recommendations.  The Agency will work closely with participating schools to ensure class credit where permitted or desired and will provide on-the-job training as well as training on the NLRB through live and video presentations of the Agency’s Summer Intern Program and regularly scheduled Board Agent training.  Please click on the following link: Student Positions - Pathways and volunteer for more information.  

SEEKING VOLUNTARY LAW CLERKS

Region 2 also seeks law students interested in meaningful, educationally related work experience.  Volunteer law clerks, i.e. interns, will work in the Manhattan Regional Office and assist in conducting unfair labor practice investigations, arranging representation elections, conducting elections and performing basic legal research. Volunteer Interns will work directly with agents and report to a supervisor who will guide them in handling case work and investigations. Interns may be briefed by senior officials from throughout the Region and Agency about the NLRB on both procedural and substantive labor law issues. Interns will be asked to produce written work products summarizing the results of investigations along with recommendations. The Agency will work closely with participating schools to ensure class credit where permitted and will provide on-the-job training as well as training on the NLRB through live and video presentations. Students working during the summer will participate in the Agency’s ten week Summer Program. These positions are unpaid, although students may receive academic credit or be funded by a third party or through a school sponsored program.

News From the Region

On October 31, 2017, National Labor Relations Board (NLRB) Chairman Philip A. Miscimarra and General Counsel Richard F. Griffin, Jr. announced John J. Walsh, Jr.

Ellen’s Stardust Diner, home of the world-famous singing servers in Times Square, New York City, settled a number of unfair labor practice allegations in late September 2017, just a week before a hearing on the issues was scheduled to go forward. The restaurant agreed to offer reinstatement to all thirty-one discharged employees, expunge the employee records of the alleged unlawful discharges, and post and mail notices to current and former employees. Thirteen employees have accepted offers of reinstatement.

Sprain Brook Manor Rehab LLC (Sprain Brook) has taken action to reinstate two discharged employees and to rescind subcontracts, following a federal court injunction order. Judge Richard J. Sullivan, U.S. District Court for the Southern District of New York, issued a temporary injunction on March 9th in Fernbach v. Sprain Brook Manor Rehab, LLC.

Richard F. Griffin, Jr., General Counsel of the National Labor Relations Board, announced the appointment of Nicholas H. Lewis as the Assistant to the Regional Director of the NLRB’s Regional Office in for Region 2, New York, NY.

In his new position, Mr. Lewis will assist Regional Director Karen Fernbach in the administration and enforcement of the National Labor Relations Act in Manhattan, the Bronx and several counties North of New York City. Mr. Lewis succeeds Elbert Tellem, who recently retired.
