Delegation of Authority

ERS administers and VAs Delegations of Authority program and tracks approvals throughout the VA Enterprise. Governing documents on delegations of authority with the Department of Veterans Affairs (VA) include Title 38 USC 512, Code of Federal Regulations, and VA Directive 0000. By law the Secretary of Veterans Affairs is empowered to delegate authority and authorize successive redelegations to another VA official in order to provide the benefits and services contained in Title 38. Delegations focus on functions that regulate nongovernmental activities, procuring supplies and services, and certifying documents. To meet operational requirements, authority has been delegated to heads of organizations with oversight for administration of specific programs and processes. Approval of major policy decisions remains with the Secretary.
