Mr. Steven P. Heidecker serves as the Acting Deputy Superintendent of Emergency Management Institute (EMI). In this position, he is responsible for the implementation of broad training curriculum for where he is responsible for state, local, tribal and territorial emergency managers. This includes training to support national-level doctrine such as the National Preparedness Goal, National Preparedness System, National Incident Management System, and Incident Command System. Mr. Heidecker also currently serves as the Public Information Officer with the Adams County Emergency Operations Center.
Mr. Heidecker previously served as the Policy and Management Analyst in the Superintendent’s Office of EMI, where he was responsible for strategic planning initiatives within EMI and the development of output, outcome, and diagnostic metrics to measure progress in achieving EMI’s goals and objectives.
Prior to serving in the Superintendent’s Office, Mr. Heidecker served as a Training and Exercise Specialist in the Integrated Emergency Management Branch. He is a graduate of the 2008 Master Exercise Practitioner (MEP) Program and has developed exercises, both locally and nationally. His national-level exercise experience includes Operation Cobra Gold, Department of Defense Support to the State of the Union, and Operation Ulchi Focus Lens. From 2002–2004, he served as an Exercise Controller at the Department of the Army’s premier full-scale exercise training center. While there, Mr. Heidecker worked on the exercise planning team and served on 24 full-scale exercises as a Controller. In 1999, he served as a Policy Analyst and Speech Writer for the senior Army leader in the Asia Pacific.
In his first career, Mr. Heidecker served as an Army officer and retired with the rank of Lieutenant Colonel. He is a published author of “Bilateral Negotiations: The Art of Discussion, the Science of Preparation” in the JUL 04 edition of Army Magazine and is a contributing author to the Center for Army Lessons Learned Handbook No. 04-14.
Mr. Heidecker is a 1987 graduate of the United States Military Academy and a 1996 Master’s of Education graduate of the C.W. Post Long Island University. He is a graduate of the Department of Defense Emergency Preparedness Course and the Army Command and General Staff College. He holds post-graduate certificates from the Cornell University Institute for Community College Development.
