Patsy Garnett

Prior to joining FEMA, Patsy Garnett has served 27 years in Federal Service where her focus has been information technology and information management reform, and leading the federal government toward efficiency in its service to the public in both technology and business practices.   She comes to us with years of experience from previous positions at Federal Student Aid (FSA), the Nuclear Regulatory Commission (NRC), the U. S. Department of Housing and Urban Development (HUD), the Pension Benefit and Guaranty Corporation (PBGC), the Environmental Protection Agency (EPA), the National Labor Relations Board (NRLB), and the U. S. Patent and Trademark Office (USPTO). She has improved governance and oversight of information technology investments; led the successful transformation and modernization of IT Programs to achieve cost savings; launched comprehensive IT transformation initiatives to streamline business processes, as well as standardize and leverage the IT infrastructure, and improving agencies ability to respond to change in a timely fashion.

Ms. Garnett  served as a technical subject matter experts on the CIO Council Workforce Committee partnership with OPM; Small Agency CIO Council,  EPA’s representative to the Federal Health Architecture - Food Safety Work Group, and served on the CIO Council’s High School Outreach Team for Information Technology (HOT- IT) to promote high school students’ interests and preparation for IT careers as well as the Industry Advisory Council’s IT PACE (Partnership for Academic and Career Enhancement) Committee, sponsoring students to attend local Community Colleges for IT studies
