Healthcare System Director

Ms. Ann Brown was appointed as the Medical Center Director of VA Greater Los Angeles Healthcare System effective February 7, 2016. Prior to this appointment, Ms. Brown served as the Director of Jesse Brown VA Medical Center in Chicago, Illinois. She also previously served as the Director of the VA Medical Center in Martinsburg, WV, Acting Deputy Network Director (VISN 9), the Associate Director for Operations at the Tennessee Valley Healthcare System in Nashville TN, and the VISN 23 Business Office Manager in Lincoln NE. In addition, Ms. Brown held various positions at the South Texas Veterans Healthcare System in San Antonio TX. Ms. Brown holds a bachelor’s degree in finance from the University of Texas in Austin, and a master’s degree in health services administration from Trinity University in San Antonio. She is a Fellow of the American College of Healthcare Executives.

Executive Director, Clinical Care

Robert McKenrick was appointed as the Executive Director of Clinical Care (SES) of the VA Greater Los Angeles Healthcare System on November 26, 2017. Mr. McKenrick has over 7 years of previous SES multi-agency leadership experience. He has served as Director/Deputy Director for Transportation Security Administration (TSA); Director Veterans Benefits Administration in Philadelphia, PA and Greater Los Angeles, CA. He has a diverse background that includes significant financial, administrative, and management assignments. Mr. McKenrick served in the United States Army with over 28 years and as an Officer, has led special assignments and oversaw regional and national operations. McKenrick will oversee delivery of health care provided to our Veterans in our Greater Los Angeles Community Based Outpatient Clinics.

Mr. McKenrick was born in Elmira, New York. He attended Eastern Kentucky University receiving a Bachelor of Science (B.S.) degree in Police Administration; Webster University receiving a Master of Arts (M.A.) degree in Security Management; University of Pennsylvania receiving a M.A. degree in Government Administration; Temple University receiving a Juris Doctorate; and the United States Army War College receiving a M.A. degree in Strategic Studies. He has served combat tours in Iraq with the 1st Cavalry and 4th Infantry Divisions. His awards include the Legion of Merit Medal, Bronze Star Medal with oak leaf cluster and Meritorious Service Medal with two oak leaf clusters, as well as other medals citing personal actions taken to save soldiers’ lives.

Acting Chief of Staff

Dr. George was appointed as the Acting Chief of Staff for the VA Greater Los Angeles Healthcare System, effective November 26, 2018. Dr. George previously served GLAHS as the Associate Chief of Staff for Operations. He received his medical degree from the University of California, Los Angeles. He completed internship and residency at Harbor-UCLA Medical Center, served for 2 years in the US Army Medical Corps in Southwest Germany, and then completed Fellowship in Infectious Diseases at the Wadsworth VA Medical Center. Dr. George served in the following positions at GLAHS: Chief, Infectious Diseases Section; Associate Chief of Staff for Ambulatory Care; Associate Chief, Medical Service; Acting Chief of Medical Service. He is board certified in Internal Medicine and Infectious Diseases. He is a Fellow of the American college of Physicians and a Fellow of the Infectious Diseases Society of America.

Executive Director, Master Plan

Meghan Flanz was appointed as the new Executive Director for the Master Plan of the VA Greater Los Angeles Healthcare System. In her new position, Ms. Flanz will lead the Draft Master Plan implementation which calls for revitalizing the 388-acre VA West LA Medical Center campus into a vibrant community for Veterans to receive healthcare, benefits, employment and one-of-a-kind supportive services for the most vulnerable Veterans, to include permanent supportive housing for homeless Veterans. She will be a key leader in maintaining transparency, engagement, and effective collaboration with our community partners who share VA’s vision for a truly Veteran-centric campus. Ms. Flanz comes to GLA with more than 16 years of leadership experience working for the U.S. Department of Veterans Affairs. Among other roles, she has served as VA’s Deputy General Counsel and Acting General Counsel; as Assistant Secretary for Human Resources and Administration; and as Executive Director and founder of the Office of Accountability Review. A Los Angeles native, Ms. Flanz earned her undergraduate degree from the University of California, Berkeley and her Juris Doctor from Loyola Law School, Los Angeles. Prior to joining VA, she practiced law in several private L.A. law firms; wrote for a local newspaper; and chaired a support group for parents of pediatric cancer patients.

Acting Associate Director, Patient Care Services/Nurse Executive

Joy L Edvalson is currently serving as the Associate Director for Patient Care Services at Greater Los Angeles as the search for an appropriate permanent candidate for the position takes place. She has served as the Deputy Nurse Executive at VA Greater Los Angeles Health Care System since February 2016. Joy has been a practicing RN for 43 years and brings varied experience that includes an Independent Private Practice in the Greater Los Angeles area, in all levels of care and frequently is retained as an expert witness in the private sector. She graduated with her BSN from Westminster College and her MSN in Nursing Administration from BYU in the state of Utah. She completed her WOCN program from Albany University in New York and her Post Graduate FNP program at USC in 1995. She joined GLA in 2004 to develop a Wound Care Program and received the Secretaries Award in 2008 for RN in an expanded role for that program. She has functioned on the National Pressure Ulcer Prevention task force since inception of 2007. Mrs. Edvalson has also functioned in an acting role as the Associate Director for 4 months during the hiring freeze and held the position of the Chief Nurse – Non-Institutional Care at the Greater Los Angeles Healthcare System February 2012-2016 in addition to managing the Wound Care Program.

Acting Associate Director

Mr. Matthew McGahran was appointed the role of Acting Associate Director, VA Greater Los Angeles Healthcare System, effective today, November 13, 2018. Mr. Matthew McGahran is a Licensed Clinical Social Worker, who began service with the Federal Government in 2000, after several years as case manager and Supervisor with the Montgomery County Office of Children and Youth in Norristown Pennsylvania. Matt graduated from the University of Pennsylvania with an MSW in 1999 and went to work with the Department of the Navy at the Naval Air Station, Willow Grove, PA and in Gaeta, Italy with NSA Gaeta and the Command Ship of the Sixth Fleet (USS LaSalle) working with active duty Sailors and Marines and their families until 2004 when he began working with James A. Haley VAMC in Tampa FL.|While at James A. Haley, Matt has held several positions in the Mental Health and Social Work services, including Supervisor for the Social Workers in Mental Health and Coordinator of the Health Care for Homeless Veterans and Compensated Work Therapy programs. From 2012-2015, Matt was the National Clinical Manager of the VACO’s Homeless Program Grant and Per Diem Program, providing technical and clinical oversight for 600 transitional housing programs nationally. In October 2015, Matt went to Philadelphia to assume the role of Chief, Social Work Services at the Corporal Michael J Crescenz VAMC. While in Philadelphia, he also served as acting Associate Director for Clinical Operations.

Acting Assistant Director

Mr. Eugene Humphries is currently serving as the Acting Assistant Director for the VA Greater Los Angeles Healthcare System. Prior to this position, he served as the Chief of Environmental Management for GLAHS. Mr. Humphries government career started with the Department of the Navy as a Naval Architect Technician and in 1988, Mr. Humphries accepted an Interior Designer position at VA West Los Angeles. From 1999 to 2011, Mr. Humphries worked in the private sector as President of Fale Design Group and Facilities Project Manage for Los Angeles Unified School District. In 2011, Mr. Humphries returned to government service and held positions at GLAHS Environmental Management Service as Interior Designer, Administrative Officer, Assistant Chief and was also the Assistant Chief of Environmental Management at VA Long Beach. After being honorably discharged from the United States Army in 1975, he studied Interior Design and Architecture at Santa Monica City College and later transferred to California State University Long Beach. Mr. Humphries past professional affiliations include President Elect Council of Federal Interior Designers (CFID) 1994-1995 and Government Forum Director, International Interior Design Association (IIDA) 1995-1996.
