Director, VA New Jersey Health Care System

As the director of the VA New Jersey Health Care System, Mr. Vincent F. Immiti oversees the delivery of health care to an integrated system consisting of two Veterans Health Administration medical centers located in East Orange and Lyons, New Jersey, including nine community-based outpatient clinics (CBOCs) located throughout the state. VA New Jersey Health Care System has 3,100 employees serving close to 60,000 unique Veterans annually, offering a wide range of comprehensive inpatient and outpatient medical services.

Mr. Immiti joined VA more than 27 years ago and has held progressive leadership positions at VA New York Harbor Health Care System and the James J. Peters VA Medical Center. Most recently, he served as the associate director at the James J. Peters VA Medical Center, Bronx, N.Y., which consists of 311 hospital beds, 80 community living center beds, and a workforce of 1,860.

As associate director at the James J. Peters VA, Mr. Immiti successfully managed a $300 million budget and led the effort to completely revamp the facility's imaging service.

Mr. Immiti holds a Masters of Business Administration in Healthcare Administration from Baruch College, New York, N.Y. He is board-certified in Healthcare Management and is a Fellow in the American College of Healthcare Executives.

Associate Director

Mara Davis is the Acting Director at the VA New Jersey Health Care System, effective April 3, 2017. She was appointed to the position of Associate Director at the East Orange Campus in July 2016 and served first as Interim Director from July 2016 to January 2017. Prior to her roles at the VA New Jersey Health Care System, Ms. Davis served as the Deputy Network Director for the VA New York/New Jersey Veterans Integrated Service Network (VISN3), a position she held from October 2008 until July 2016. While in this role she had been assigned to the role of Interim VISN3 Network Director from September 2014 to May 2015, and the interim Director at VA Hudson Valley Health Care System from August 2013 through November 2013. Prior to her role as Deputy Network Director, she had been in the role of VISN3 Mental Health Care Line Programs Manager, and had held several positions providing services to seriously mentally ill and homeless Veterans since1989.

Ms. Davis coordinated the VISN 3 Mental Health response to the September 11th attacks. She was a critical architect in transforming VISN3 Mental Health services toward a recovery oriented care delivery system and was the leader in developing the National Veterans Justice Outreach Strategic Plan.

Ms. Davis has authored two articles regarding the impact of September 11th on the VA NY/NJ Health Care System (VISN3), both in Psychiatric Services; A Veterans Affairs Health Care System Two Years After September 11th, 2001 (October 2003), and Increase in PTSD Patient Volume in the VA- New York/New Jersey Metropolitan Area Following the September 11 Terrorist Attacks (December 2003). She is also co-author of, Implementing Peer-Assisted Case Management to Help Homeless Veterans with Mental Illness Transition to Independent Housing in Psychiatric Services (2005) & Early Experiences of Employing Consumer Providers in the VA (2008) also in Psychiatric Services.

Associate Director

John Griffith was appointed to the position of Associate Director at the VA New Jersey Health Care System in March 2013. He began his VA career in 2003 as a Registered Staff Nurse at the James J. Howard Community Based Outpatient Clinic. Mr. Griffith later served as a Nurse Manager for the VA/Department of Defense Sharing Agreement at Fort Dix and McGuire Air Force Base. From 2007 to 2012, he served as the Nurse Coordinator and later elevated to Chief of the VA New Jersey Health Care System Community Based Outpatient Clinics.

Mr. Griffith, a United States Army Combat Veteran, is a graduate of the VA Network Executive Leadership Institute, holds a Bachelors in Nursing Science degree from Rutgers University and a Master’s Degree in Healthcare Administration from Central Michigan University.

Nurse Executive

Patrick J. Troy was appointed Associate Director for Patient/Nursing Services at the VA New Jersey Health Care System in April 1996. He began his VA career as a Staff Registered Nurse at the VA Medical Center in St. Louis, Missouri, in 1975. From 1979 to 1982, he held the position of Head Nurse in the Surgical Intensive Care Unit at the St. Louis facility. Mr. Troy held the position of Assistant Chief, Nursing Service at the VA Medical Center in Washington, D.C., from 1982 to 1986. In 1986, he became the Chief, Nursing Service at the VA Medical Center in Martinsburg, West Virginia, a position he held until his appointment as Chief, Nursing Service at the VA Medical Center in East Orange, New Jersey, in 1989. Mr. Troy served as Chief of Nursing Service at the East Orange facility until 1996, when he was appointed to his present position.

Mr. Troy received his Bachelor of Arts Degree in History, Bachelor of Science Degree in Nursing, and Master's of Science Degree in Nursing from St. Louis University, St. Louis, Missouri.

Chief of Staff

Beverly R. Delaney, M.D., was appointed Chief of Staff in August 2017. In July 2016, she was appointed Interim Chief of Staff. She was appointed as Deputy Chief of Staff for the VA New Jersey Health Care System in September 2010. She joined VA in 2003 as a Site Manager for Mental Health and Behavioral Sciences, a position she held up until her appointment as Deputy Chief of Staff. Dr. Delaney also serves as an attending psychiatrist at the facility.

From 1989 to 2003, Dr. Delaney held various clinical and administrative positions at the University of Medicine and Dentistry—New Jersey Medical School in Newark, New Jersey, such as Psychiatry Residency Training Program Director, Director of Student Recruitment and Ombudsperson for Medical Students and House staff. Dr. Delaney hails from New York City. She completed her undergraduate studies at Howard University in Washington, D.C., and received her medical degree from University of Medicine and Dentistry—New Jersey Medical School. Dr. Delaney completed a residency in psychiatry at New Jersey Medical School and was former recipient of a National Institute of Mental Health funded National Research Service Award which enabled her to complete a two-year research fellowship at New Jersey Medical School following her residency. She is a board-certified psychiatrist and is licensed to practice medicine in New Jersey.
