Housing & Neighborhoods Department
Our department improves the quality of life for Raleigh's residents by adding to the amount of affordable housing, improving existing affordable housing, revitalizing older neighborhoods, and supporting related human services. The department is committed to improving and maintaining the quality of life and environment for all City of Raleigh citizens by enforcing City codes.
We offer a variety of programs to help people of every age and background become more active in their neighborhoods and the wider Raleigh community. The department helps individuals, groups, and communities recognize their skills and assets, mobilizes people to take action on their own behalf, and connects them to appropriate resources so they can achieve positive results for their neighborhoods and communities.

Learn about the new homes being built and the programs available to current residents of East College Park. The Neighborhood Revitalization Strategy Area (NRSA) Plan for College Park was approved by the U.S. Department of Housing and Urban Development. The Community Enhancement Grant program awards funds annually through a competitive Request for Proposals (RFP) process. The grant program is designed to fund public services that support neighborhood improvements or innovative services for low- and moderate-income persons and neighborhoods.
North Carolina offers three property tax relief programs for the permanent residence of qualified homeowners.

Code Enforcement
The Code Enforcement division is committed to improving and maintaining the quality of life and environment for all the City of Raleigh’s residents. Working with citizens, the division strives to ensure that the City of Raleigh continues to be a safe, more attractive place to live, work, and play through training programs and the enforcement of City codes.
