Roberto L. Hylton

Photo of Roberto HyltonRoberto L. Hylton is the Senior Law Enforcement Advisor for the Federal Emergency Management Agency. Hylton is an accomplished and decorated law enforcement professional with significant expertise in initiating and cultivating liaisons between agencies, organizations and the community. Hylton served as Police Chief for Prince George’s County, Maryland from 2008 to 2011. 

During Chief Hylton’s 30 year career, his assignments have included Assistant Chief of Police for Operations, Chief of Investigations/Chief of Detectives Bureau, Chief of Support Services Bureau, Chief of Administration Bureau, Chief Special Operations Division, Chief Technical Services Division, Homeland Security Division, and Narcotic Enforcement Division.  His policing repertoire incorporated the use of Fusion Centers, Management Accountability-COMPSTAT Process, Community Response Teams, intelligence driven policing, and technology to aid in the daily delivery of policing services.

Hylton is a U.S. Army and Marine Corps veteran who has been affiliated with the Major Cities Chiefs of Police, International Association of Chiefs of Police, National Organization of Black Law Enforcement Executives, the Hispanic American Police Command Officers Association and the Fraternal Order of Police.

Hylton holds an M.S. in Management from Johns Hopkins University, a B.S. in Business Administration from Columbia Union College and a Certificate of Police Executive Leadership from John Hopkins University.
