EAS Test Reporting System
Nationwide EAS Test
The Federal Emergency Management Agency, in coordination with the FCC, will be conducting a nationwide test of Wireless Emergency Alerts (WEA) on October 3, 2018 at 2:18 p.m., EDT, and a nationwide test of the Emergency Alert System (EAS) on that same date at 2:20 p.m., EDT.
On or before 11:59 p.m. EDT, October 3, 2018, EAS Participants must file the “day of test” information sought by ETRS Form Two.
To file Form Two for a single facility:
- Log into ETRS using the link below.
- Click on the “Submit Form Two and Three” Button
- Click on the facility for which you wish to file.
- Complete and submit the form.
To file for multiple facilities, use the batch filing feature to resubmit your existing spreadsheet with Columns AM and AN completed. If you are batch filing, please be sure to also:
- Modify all the entries in Column B to say “Form Two”
- Add your filing numbers into Column C. Your filing numbers were generated when you filed Form One. You can find your filing numbers on the My Filings page. You can also export them to a spreadsheet from that page by clicking on the button to the left of “EAS Test Records”.
On or before November 19, 2018, EAS Participants must file the detailed post-test data sought by ETRS Form Three.

ETRS – Description
The ETRS is the online system in which EAS Participants must file identifying information, day-of-test data, and post-test data related to a nationwide test. ETRS provides several new features that ease the data-entry burden on EAS Participants, encourage timely filings, and minimize input errors.

Reminder Regarding the Emergency Alert System and Wireless Emergency Alert Sounds (Attention Signals)
The FCC’s rules prohibit any transmission of the WEA or EAS codes or attention signal (the audible tones and attention-grabbing audio signal that precede the actual alert message), or a recording or simulation of them, under any circumstances other than a genuine alert, authorized test, or approved public service announcement. See 47 CFR §§ 10.520(d), 11.45(a), 11.46, 11.61. The sounds of the WEA or EAS tones are well-known warning signals to the public. Prohibited uses of actual or simulated WEA or EAS tones risk desensitizing the public to the significance of the tones in a real emergency and therefore undermine the integrity of important public safety systems.

EAS Operating Handbook
EAS Operating Handbook
The EAS Operating Handbook summarizes the actions to be taken by personnel at EAS Participant facilities upon receipt of an EAN, tests, or State and Local Area alerts. A copy of the Handbook must be located at normal duty positions or EAS equipment locations when an operator is required to be on duty and be immediately available to staff responsible for authenticating messages and initiating actions.
