Asset Management Services
The Office of Asset Enterprise Management (OAEM), under the auspices of the Assistant Secretary for Management, provides oversight in the capital asset arena and ensures a consistent and cohesive Department approach to capital asset management. OAEM serves as the principal policy office and business advisor regarding the acquisition, management, and disposal of all VA capital assets and prides itself on being a leader in future innovative investment strategies. OAEM works collaboratively with all areas of the Department to ensure capital investments are based on sound business practices and principles and – most importantly – meet our veterans’ health care, benefits and burial needs.
OAEM is comprised of four services:
- Capital Asset Policy, Planning & Strategy Service (CAPPS) – CAPPS coordinates the Department’s capital asset policies and investment process. This office produces the VA 5-Year Capital Plan and Asset Management Plan.
- Investment & Enterprise Development Service (IEDS) – IEDS is responsible for the management and coordination of VA’s enhanced-use leasing and energy conservation programs.
- Capital Asset Management Service (CAMS) — CAMS manages the business side of VA’s Capital Asset Management System. This is an integrated Department-wide system that allows VA to manage its vast portfolio of capital assets.
- Energy Management Program Service (EMPS) – EMPS objectives include cost savings, upgrading energy and water infrastructure, improving VA fleet efficiency and effectiveness, and complying with regulations.
