Development Services Department
The Development Services Department provides a one-stop resource for all development permits, reviews, and inspections for the City of Raleigh. This is accomplished through the reasonable application of the North Carolina Construction Codes and the Raleigh Unified Development Ordinance. Additionally, the department houses the Customer Service Center and coordinates the independent review of all development-related departments.

The department will partner with the development community to promote and ensure a development process that is efficient, equitable, reasonable, cost effective and predictable, all while promoting the economic prosperity of the city, as well as safety, usability, and sustainability in the built environment.

Submittal Times:
- Applications for all NEW submittals will be accepted Monday- Friday until 4 p.m.
- Resubmittals with a transaction number will be accepted Monday-Friday until 4:30 p.m.
Electronic Submittal: Projects allowed through Same Day and Next Day permitting may be submitted electronically to SameDayPermits@raleighnc.gov or NextDayPermits@raleighnc.gov, respectively. These projects are normally processed within two to five business days of submittal, depending on the project type.

Submittal Times: All acceptable projects may be submitted up to 2 p.m. daily.
Electronic Submittal: Projects allowed through Same Day and Next Day permitting may be submitted electronically at any time (24/7) to LitchfordSameDayPermits@raleighnc.gov. These projects are normally processed within two to five business days of submittal, depending on the project type.
Permits
Both Residential and Non-Residential development projects require City of Raleigh permits before work may commence. The process allows the City to ensure that buildings are well-constructed and safe for occupants.

RecordsPerformance Reports
Development Services provides opportunities for stakeholder groups, such as the DSAC, to review administrative policies and procedures to ensure consistent compliance with the city's development standards. Performance Reports are generated based on established benchmarks set by a joint effort with the Development Management Team and engaged stakeholders. These numbers are continually evaluated to help improve our services and to evaluate allocation of resources.
