VOLUNTEER - Registrar Program

Currently, about 87 percent or 18,218 of the nation's high schools are participating in the Selective Service high school registrar program.

WHAT IS A REGISTRAR

As a public service to registration-age men, registrars under one of the five programs (high schools, Workforce Innovation and Opportunity Act (formerly known as the Workforce Investment Act), National Farmworkers Jobs, federal bureau of prisons, and state correctional institutions) provide a means for men to register with the Selective Service System. A man may choose not to register; however, he may find certain doors closed down the road. See BENEFITS AND PENALTIES. Registrars inform registrants about Selective Service and the basic requirement to register at www.sss.gov

QUALIFICATIONS:  To be a registrar, you must be
  • At least 18 years old,
  • U.S. citizen, and
  • Registered with Selective Service, if required


Registrar appointments are for an indefinite period until termination or separation.

Prospective registrars agree to a “waiver of pay” before assuming duties upon completion of an Uncompensated Registrar Appointment Form (SSS Form 402).

Five Main Types of Registrar Programs:


High School 
The school’s principal nominates a guidance counselor, teacher, or administrative staff member as a Selective Service registrar to educate male students about the federal requirement to register with the Selective Service System. The high school registrar program provides a convenient location and means for young men to register at their school.

Workforce Innovation and Opportunity Act (formerly known as the Workforce Investment Act)
The purpose of the Workforce Innovation and Opportunity Act (formerly known as the Workforce Investment Act) is to consolidate, coordinate, and improve employment, training, literacy, and vocational rehabilitation programs in the United States. A Selective Service registrar ensures that men participating in the WIA program understand and fulfill their Selective Service registration requirement.

National Farmworker Jobs Program
The National Farmworker Jobs Program provides job training and employment assistance for migrant and seasonal farmworkers and their families. In addition to skills training, the program supports services which impact unemployed and underemployed migrant and seasonal farmworkers who primarily depend on agricultural jobs. A Selective Service registrar under this program informs and helps migrant and seasonal farm men register with the Selective Service System.

Federal Bureau of Prisons
An agreement between the Federal Bureau of Prisons and the Selective Service System stipulates that a warden at each federal prison will nominate at least two employees as a primary and alternate Selective Service registrar to help men register with Selective Service when released.

State Correctional Institutions Program
The State Correctional Institutions Program mirrors the federal program, in which a warden at each institution nominates at least two employees as a primary and alternate Selective Service registrar to help eligible men register with Selective Service when released.

Registrars, did you know?

Male students who are not yet 18 years old at the time they complete their Free Application for Federal Student Aid (FAFSA) are exempt because they are not required to be registered with the Selective Service System until within 30 days of their 18th birthday. According to the Department of Education's Student Financial Aid Handbook, an update is not required during the year, even if the student turns 18 years old after completing the application.

Registrar Online Form


Selective Service registrars are uncompensated volunteers appointed by the agency to inform young men to fulfill their civic responsibility and be eligible to apply for student loans and grants, job training, and federal employment. Registrars encourage men to register online, www.sss.gov, or provide Selective Service registration forms for those choosing to register on site.

TO APPLY:

Registrar applicant submits a preliminary Registrar Application Form here. Upon receiving the form, we will fill out a portion of the SSS Form 402, “Uncompensated Registrar Appointment,” coded for one of the five registrar programs and mail the package to the applicant. Then registrar applicant completes the rest of the form, signs and dates the form, and returns the package by: fax, email, or mail to the respective region headquarters.

Once the prospective registrar is approved, Selective Service will provide the following:

  • SSS Form 1, registration forms (pre-coded by one of the registrar program)
  • Postage-paid envelopes for returning completed registration forms
  • Supply order forms for requesting additional supplies
  • If available, brochures, charts, and posters to be display on site
