Workforce Analysis Team

The mission of the Workforce Analysis team is to establish strategies and guidance for achieving diversity Department-wide. Through the use of quantitative and qualitative analysis, the Workforce Analysis team conducts Barrier Analysis of the VA workforce.

Barrier Analysis consists of three steps; Workforce Analysis, Root Cause Analysis, and Solution Development.

Workforce Analysis consists of determining the degree each group in an employer’s workforce falls below its expected representation (formerly known as “under-representation”). This “under-representation” occurs where internal representation is less than external representation (the Relevant Civilian Labor Force).

Root Cause Analysis is the process of determining why the triggers (determined from the workforce analysis step) are occurring.

The Solution Development process consists of determining if there is a business necessity for the causes of the triggers. If no necessity, then implement a plan to remove those barriers causing the triggers. This step requires close coordination with the Outreach and Retention team.

This Team is also responsible for the Department's annual affirmative employment plan and report which is reported to EEOC.
