Judge Ransom will succeed Judge Lisa S. Van Amburg, who retired in August.   A native of St. Louis, Mo., Judge Ransom earned her Bachelor of Arts degree in Political Science and Sociology from Douglass Residential College – Rutgers University in 1988. Judge Ransom graduated Juris Doctor from the University of Missouri School of Law in May 1991.    After graduating from law school, Judge Ransom worked for the St. Louis County Public Defender’s Office, the St. Louis County Prosecuting Attorney’s Office, and the St. Louis County Family Court-Juvenile Division before being appointed Family Court Commissioner for the St. Louis County Family Court in 2002. Judge Ransom was appointed to the 22nd Judicial Circuit Court in 2008. In 2018, Judge Ransom was elected the first female African-American as the presiding judge for the 22nd Judicial Circuit.    Judge Ransom is a member of the Missouri State Foster Care and Adoption Board, and the Juvenile Officer Performance Standards Work Group. Bowyer is the Technology Coordinator for Brunswick R-II School District and Northwestern R-I School District and is a part-time EMT-B for Saline County Ambulance District and Chariton County Ambulance District. He received his Associate of Applied Science Degree in Networking Systems Technology from State Technical College of Missouri.    Kent Bryant, of Kirksville, was appointed as the Adair County Assessor. Bryant had been the Chief Appraiser for the Audrain County Assessor’s Office in Mexico, Missouri since 2011. He attended Northeast Missouri State University, served in the United States Navy as an Air Traffic Controller, and is a graduate of the Lowman & Co. National Real Estate Appraisal School.   Wayne Blades, of Crane, was appointed as the Stone County Northern District Commissioner. Blades is the Pastor of Hilltop Church and is a farmer. He is also retiring as a representative for Palen Music Center after seventeen years. Blades has served on numerous boards, including the Crane School Board, Springfield Chamber of Commerce, Stone County Dairy Herd Improvement Association, and Stone County Soil and Water Board.   David Cole, of Cassville, was appointed to the Missouri Health Facilities Review Committee. Cole is a Partner at the law firm of Ellis, Cupps & Cole and has been a City Attorney for both Wheaton and Cassville since 1993. Formerly, he was the Prosecuting Attorney for Barry County from 1995-1998. He graduated with his Bachelor of Science in Business Administration from Missouri Southern State University and his Juris Doctorate from the University of Missouri-Columbia School of Law. In addition, he is a member of the Crowder College Foundation Board of Directors, former President of the Cassville Area Chamber of Commerce, and past member of both the Coordinating Board of Higher Education and the Cassville R-IV School Board.   Matt Daugherty, of Galena, was appointed as the Stone County Assessor. Daugherty previously served as the Deputy Assessor for the Stone County Assessor’s Office. He has been with the Assessor’s office since 2013. He has taken courses and evaluations through the International Association of Assessing Officers. Daugherty is also a member of the Stone County Historical Society.   Stephanie Gooden, of Marshall, was appointed as the Saline County Northern District Commissioner. Gooden is a 1996 graduate of Marshall High School. She currently serves as 4-H YPA for Saline County.  In addition to being the Children's Director for Family Worship Center, she home schools her three children and is an event manager for the Martin Community Center.  Previously, Gooden has worked for Missouri State University as a Systems Analyst and as a Computer Programmer for Walmart Information Systems Division where she was the Genesis award winner.  She has her Bachelors of Science in Computer Information Systems from Missouri State University and has her PREP Certification teaching relationship education.   James Hansen, of Warsaw, was appointed as the Benton County Assessor. Hansen had been the Northern District Commissioner for Benton County since January 2013. He is a Certified Real Estate Appraiser and was previously a Field Appraiser for the Benton County Assessor’s Office and a Real Estate Agent for Century 21 Farm and Home Real Estate. He currently serves as a Board Member of the West Central Missouri Community Action Agency, Quad-Lakes Solid Waste Management District, and Benton County Farm Bureau.   Randy Huffman, of Galt, was appointed as the Sullivan County Western District Commissioner. Huffman recently retired after spending thirty-eight years in various roles within the education field. Currently, he works in a part-time capacity for the Grundy R-5 School District. Huffman received his Bachelor of Science in Secondary Education from Northwest Missouri State University.   James P. Limbaugh, of Cape Girardeau, was appointed to the Southeast Missouri State University Board of Regents. Limbaugh is the Cape Girardeau Regional President and Executive Vice President for Montgomery Bank. Previously, he was the Executive Vice President of Planning and Business Development for SoutheastHEALTH Regional Healthcare System. He has his Bachelor of Science in Business Administration-Marketing from Southeast Missouri State University, Commercial Lending and Graduate Degree in Commercial Lending from the ABA National Commercial Lending School at University of Oklahoma, and a Master of Arts in Teaching from Southeast Missouri State University. He has been active in the community as a Board Chairman for the Southeast Missouri Fellowship of Christian Athletes and past Board Chair of the Cape Girardeau Regional Chamber of Commerce.   Janice Martin, of Mount Vernon, was appointed as the Lawrence County Public Administrator. Martin is the Social Service Director at Mount Vernon Place Care Center and is a cattle farmer. Previously, she worked as an Activity Director and Dietary Cook for Cassville Health Care & Rehab and owned a small farm raising chickens for twenty years.    Roger Raffety, of Drexel, was appointed as the Cass County Assessor. Raffety previously served as the Chief Appraiser for the Cass County Assessor’s Office. He was formerly an Appraiser for ten years and owned and operated a small body shop for twenty years. As an active member of the Cass County community, he previously served as the president of Drexel’s Chamber of Commerce and as a board member of Public Water Supply District #12. He has numerous training and coursework through the Missouri State Assessors Association, International Association of Assessing Officers, and Lowman & Co. National Real Estate Appraisal School.   Mike Robertson, of Christian County, was appointed as the Christian County Eastern District Commissioner. Robertson is a retired Sergeant with the Missouri State Highway Patrol. He retired after thirty-one years of service, with seventeen in a supervisory position and the last twelve serving the people of Christian County. He was also elected Sheriff of Christian County, serving one term from 2005-2008. In 2015, the Christian County Commission appointed him to assist the Interim Sheriff, and he supervised the Road Division and Court/Campus Security.    John Russell, of Springfield, was appointed as the Greene County Eastern District Commissioner. Russell is the President of Pillar Insurance and Management Consultant for L&W Industries. He is a former Vice-President for The Insurance Group and the Deputy Chief of Staff-Administration for the Office of Governor Matt Blunt. He has his Bachelor of Science in Business Administration from the University of Missouri-Columbia. He currently serves as a member of the Springfield Area Chamber of Commerce and is the 2019 President-Elect of the Breast Cancer Foundation of the Ozarks Board of Directors.   Bob Whetsten, of Buffalo, was appointed as the Dallas County Coroner. Whetsten is the Administrative Coordinator of the Ambulatory Laboratory at CoxHealth in Springfield. He has been employed in the medical field for more than forty years. Whetsten also previously served as Dallas County Coroner, pursuant to an appointment by then-Governor Matt Blunt.   Joy Williams, of Joplin, was appointed as the Newton County Public Administrator. Williams previously served as the Chief Deputy in the Public Administrator’s office, a position she has held since 2013. Prior to, she was the Director of the Physiology Department at the Joslin Diabetes Center in Boston, Massachusetts, and has given numerous presentations at the American Association of Diabetes Educators, American University International Program, Harvard University, International Diabetic Athletic Association, and the American Diabetes Association.
