The Under Secretary for Personnel and Readiness is the principal staff assistant and advisor to the Secretary and Deputy Secretary of Defense for Total Force Management as it relates to readiness; National Guard and Reserve component affairs; health affairs; training; and personnel requirements and management, including equal opportunity, morale, welfare, recreation, and quality of life matters.
The Principal Deputy Under Secretary of Defense for Personnel and Readiness is delegated full power and authority to act for the USD(P&R) and exercise the powers of the USD(P&R) on any and all matters that the USD(P&R) is authorized to act, except in those areas where delegation of the USD(P&R) authority is otherwise restricted by higher authority or prohibited by law.
The primary role of the Military Deputy is to serve as the senior military advisor to the Under Secretary of Defense for Personnel and Readiness (USD P&R) with specific emphasis on matters pertaining to the Total Force Management of our military force as it relates to readiness.

Additionally, exercises day-to-day supervision of the Department of Defense Education Activity and the Defense Commissary Agency and provides oversight of the Armed Forces Retirement Homes.
