Stephen R. Henley is the Chief Administrative Law Judge at the United States Department of Labor (DOL) in Washington, D.C. Before being appointed Chief ALJ on October 18, 2015, he was DOL’s Associate Chief Administrative Law Judge for Longshore. Chief Judge Henley began his career as an Administrative Law Judge (ALJ) in August 2011 with the Social Security Administration in Fayetteville, North Carolina. He became a DOL ALJ in May 2012.
Prior to his appointment as an ALJ, Chief Judge Henley served nearly 30 years in the United States Army, from which he retired in 2011 after 5 ½ years as Chief Trial Judge of the Trial Judiciary, the longest serving Army Chief Trial Judge. Judge Henley served more than thirteen years as a military trial judge presiding over criminal cases around the globe, ranging from capital murder, rape and robbery to drug distribution, desertion and fraud, including courts-martial in Afghanistan, Iraq, Kuwait, and Kosovo and military commissions convened in Guantanamo Bay, Cuba.
Chief Judge Henley is a graduate of Providence College, Duke University, The George Washington University and The Judge Advocate General’s Legal Center and School. He formerly served as an Adjunct Professor at The George Washington University Law School and was the recipient of the 2011 Judge Advocates Foundation Major General William K. Suter Distinguished Judicial Service Award. Judge Henley currently serves as a member of the D.C. Bar Committee on Admissions.
