Compliance with Ordering Paragraphs (COPs)
The Compliance with Ordering Paragraphs (COPs)
database tracks and reports compliance of regulated entities with CPUC Decisions
issued after January 1, 2015. For each ordering paragraph, the COPs database
reports the following information:
- Status (In compliance, Not In Compliance, Not Yet Due, etc.
- How Compliance was Determined
- Decision Number
- Proceeding Number

- Decision Effective Date
- Due Date
- Industry
- Notes

Promoting Transparency and Accountability
COPs represents the CPUC’s first comprehensive
tracking and reporting of compliance with CPUC Decisions in a way that is
systematic, transparent, and consistent across regulated industries. It
allows the CPUC to efficiently track and monitor Ordering Paragraph compliance,
view aggregate compliance statistics, and allocate resources to ensure effective
oversight. COPs provides transparency into the CPUC’s regulatory performance
and demonstrates our commitment to holding ourselves and the entities we
regulate accountable to the people of California.
Using COPs
The COPs database allows for a variety of search
parameters and can export search results to MS Word or Excel. The application
also produces reports on summary compliance statistics for a given period of
