OverviewProject Safe Neighborhoods (PSN) is designed to create and foster safer neighborhoods through a sustained reduction in violent crime, including, but not limited to, addressing criminal gangs and the felonious possession and use of firearms. The program's effectiveness depends upon the ongoing coordination, cooperation, and partnerships of local, state, tribal, and federal law enforcement agencies--and the communities they serve--engaged in a unified approach led by the U.S. Attorney (USA) in all 94 districts. Through the PSN team (referred to as the "PSN task force"), each district implements the following PSN design features to address violent crime in their respective districts:
PSN also encourages the development of practitioner-researcher partnerships that use data, evidence, and innovation to create strategies and interventions that are effective and make communities safer. This data-driven approach enables jurisdictions to understand the full nature and extent of the crime challenges they are facing and to direct resources to the highest priorities.
Strategiec Planning Strategic planning provides the roadmap for creating clear understancing of PSN goals and the strategies to achieve the goals. Going though the planning process helps build commitment and helps partners understand why the PSN team is addressing the violence program in this fashion. PSN Tool Kit The Department of Justice has created a Project Safe Neighborhoods Tool Kit website for U.S. Attorneys. This website contains program-specific information and resources, including implementation guidance, accountability information, research and data, promising practices, and more.
Justice Department Awards More Than $30 Million to Project Safe Neighborhoods to Combat Violent Crime
In support of Project Safe Neighborhoods (PSN) programs throughout the country, the Attorney General announced awards of almost $28 million in grant funding to combat violent crime through PSN and another $3 million for training and technical assistance to develop and implement violent crime reduction strategies and enhance services and resources for victims of violent crime. CrimeSolutions.gov Evidence Rating: Project Safe Neighborhoods – Promising (February 9, 2016)
Eligibility Eligible applicants are PSN team fiscal agents for the federal judicial districts. All fiscal agents must be certified by the relevant United States Attorney's Office (USAO). Eligible USAO-certified fiscal agents include states, units of local government, educational institutions, faith-based and other community organizations, private nonprofit organizations, and federally recognized Indian tribal governments (as determined by the Secretary of the Interior).

BJA recommends that districts select their current PSN fiscal agent, or consider using the State Administering Agency (SAA) for DOJ funding because SAAs can better leverage state resources to assist in the implementation of the district's PSN initiative. SAAs have experience in administering competitive funding processes and have established policies and procedures to manage and monitor grant subawards. Visit the OJP site for a list of SAAs.

Part of the Project Safe Neighborhoods (PSN) Suite of programs, the FY 2018 Supporting Innovation: Field-Initiated Programs to Improve Officer and Public Safety solicitation invites state, local and tribal law enforcement, prosecutors, and other criminal justice practitioners to pilot, assess, and implement original approaches that target emerging or chronic crime problems facing the country and placing our officers and public at risk. Part of the Project Safe Neighborhoods Suite of programs, this program assists state, local and tribal jurisdictions in reducing crime and improving the functioning of the criminal justice system, specifically through support for innovative and evidence-based policing practices. Local Law Enforcement Crime Gun Intelligence Center Integration Initiative
BJA has released the FY 2018 Local Law Enforcement Crime Gun Intelligence Center Integration Initiative solicitation. Part of the Project Safe Neighborhoods Suite of programs, this initiative assists law enforcement in responding to violent crime and working with the Bureau of Alcohol, Tobacco, Firearms and Explosives to utilize intelligence, technology, and community engagement to swiftly identify crime guns, their sources, and effectively prosecute perpetrators. Technology Innovation for Public Safety (TIPS) Addressing Precipitous Increases in Crime
The FY 2018 Technology Innovation for Public Safety (TIPS) solicitation is now available. Through this program, BJA is seeking applications for the implementation of innovative and replicable projects that combat precipitous increases in crime, with an emphasis on addressing violent crime, human trafficking, and the opioid crisis. Innovative Prosecution Solutions Funding Available
BJA has released the FY 2018 Innovative Prosecution Solutions for Combating Violent Crime and Illegal Opioids solicitation. The purpose of this program is to provide state, local, and tribal prosecutors with information, resources, and training and technical assistance to develop effective strategies and programs to address violent crime and prosecute individuals responsible for homicides caused by illegal opioids.
