Justice Department Awards More Than $30 Million to Project Safe Neighborhoods to Combat Violent Crime

In support of Project Safe Neighborhoods (PSN) programs throughout the country, the Attorney General announced awards of almost $28 million in grant funding to combat violent crime through PSN and another $3 million for training and technical assistance to develop and implement violent crime reduction strategies and enhance services and resources for victims of violent crime. CrimeSolutions.gov Evidence Rating: Project Safe Neighborhoods – Promising (February 9, 2016)

Eligibility
Eligible applicants are PSN team fiscal agents for the federal judicial districts. All fiscal agents must be certified by the relevant United States Attorney's Office (USAO). Eligible USAO-certified fiscal agents include states, units of local government, educational institutions, faith-based and other community organizations, private nonprofit organizations, and federally recognized Indian tribal governments (as determined by the Secretary of the Interior).

BJA recommends that districts select their current PSN fiscal agent, or consider using the State Administering Agency (SAA) for DOJ funding because SAAs can better leverage state resources to assist in the implementation of the district's PSN initiative. SAAs have experience in administering competitive funding processes and have established policies and procedures to manage and monitor grant subawards. Visit the OJP site for a list of SAAs.

Assistance of BJA's Training and Technical Assistance Providers
PSN award recipients will work closely with BJA's national PSN training and technical assistance (TTA) partners who will help them incorporate data driven policing in their response to violent crime. BJA has established cooperative agreements with the following organizations to provide specialized TTA:

  • Michigan State University (MSU)
  • Center for Naval Analysis (CNA)
  • National Center for Victims of Crime (NCVC)

Additional TTA Resources:

  • BJA’s National Training and Technical Assistance Center (NTTAC): BJA NTTAC connects state, local, and tribal justice agencies in need of assistance with specialized national experts to help address those needs. The justice agencies that BJA NTTAC assists range from prosecutor’s offices, to police departments, to city and county commissioners, to corrections departments. The goal is to provide these agencies the resources needed to reduce crime while also promoting a safe and fair criminal justice system. To achieve this goal, BJA NTTAC provides no-cost training and specialized guidance—also known as technical assistance—both in-person and virtually on a wide variety of criminal justice topics ranging from crime prevention, to mental health, to adjudication.

  • Public Safety Partnership Clearinghouse: The Public Safety Clearinghouse is a tool that will change the way you find, save, and share violence reduction resources. Designed to leverage the violence reduction resources produced by components throughout the Department of Justice, the Clearinghouse is a comprehensive database containing hundreds of off-the-shelf resources such as trainings, technical assistance, publications, webinars, best practices, lessons learned, and evidence-based strategies. It is interactive and allows you to develop and download a customized toolkit of resources based on your unique challenges and opportunities.

  • Office of Community Oriented Policing Services (COPS): The COPS Office provides assistance to law enforcement agencies looking for ways to implement the principles of community policing.

  • Violence Reduction Response Center (VRRC): VRRC was established to connect state, local, and tribal justice agenices with violent crime reduction training and technical assistance resources offered by the U.S. Department of Justice.

  • National Resource and Technical Assistance Center for Improving Law Enforcement Investigations (NRTAC): The NRTAC delivers specific technical assistance to eligible departments on a wide range of topics that are directly related to conducting high-quality investigations.

Supporting Innovation: Field-Initiated Programs to Improve Officer and Public Safety

Part of the Project Safe Neighborhoods (PSN) Suite of programs, the FY 2018 Supporting Innovation: Field-Initiated Programs to Improve Officer and Public Safety solicitation invites state, local and tribal law enforcement, prosecutors, and other criminal justice practitioners to pilot, assess, and implement original approaches that target emerging or chronic crime problems facing the country and placing our officers and public at risk. Deadline extended to: August 6, 2018.


Project Safe Neighborhoods

BJA has released the FY 2018 Project Safe Neighborhoods funding opportunity. Through this program, BJA will provide support to state, local, and tribal efforts to reduce violent crime, including but not limited to, felonious firearm crimes and criminal gang violence. Apply by: July 19, 2018.


Project Safe Neighborhoods (PSN) National Training and Technical Assistance Program

BJA has released the FY 2018 Project Safe Neighborhoods (PSN) National Training and Technical Assistance Program funding opportunity. This program furthers the Department’s mission and violent crime reduction strategy by building the capacities of communities to reduce violent crime, including but not limited to, the felonious use and possession of firearms and criminal gang violence, through the national delivery of training and technical assistance. Strategies for Policing Innovation

The FY 2018 Strategies for Policing Innovation solicitation is now available. Part of the Project Safe Neighborhoods Suite of programs, this program assists state, local and tribal jurisdictions in reducing crime and improving the functioning of the criminal justice system, specifically through support for innovative and evidence-based policing practices. Local Law Enforcement Crime Gun Intelligence Center Integration Initiative

BJA has released the FY 2018 Local Law Enforcement Crime Gun Intelligence Center Integration Initiative solicitation. Part of the Project Safe Neighborhoods Suite of programs, this initiative assists law enforcement in responding to violent crime and working with the Bureau of Alcohol, Tobacco, Firearms and Explosives to utilize intelligence, technology, and community engagement to swiftly identify crime guns, their sources, and effectively prosecute perpetrators. Technology Innovation for Public Safety (TIPS) Addressing Precipitous Increases in Crime

The FY 2018 Technology Innovation for Public Safety (TIPS) solicitation is now available. Through this program, BJA is seeking applications for the implementation of innovative and replicable projects that combat precipitous increases in crime, with an emphasis on addressing violent crime, human trafficking, and the opioid crisis. TIPS is part of the Project Safe Neighborhoods Suite of programs. Apply by: May 1, 2018.


Innovative Prosecution Solutions Funding Available

BJA has released the FY 2018 Innovative Prosecution Solutions for Combating Violent Crime and Illegal Opioids solicitation. The purpose of this program is to provide state, local, and tribal prosecutors with information, resources, and training and technical assistance to develop effective strategies and programs to address violent crime and prosecute individuals responsible for homicides caused by illegal opioids.
