Director

Effective September 12, 2016, Stacy J. Vasquez was assigned as the Director for the Beckley VA Medical Center. In this role, she has full line authority and responsibility for the executive level leadership of this complexity level 2, rural access VA health care facility and outpatient clinics. Ms. Vasquez will oversee delivery of health care to more than 14,000 Veterans and an operating budget of $124 million. She develops and maintains cooperative and harmonious relationships with groups, organizations, and other health care providers in the local community, state, regional, and national levels. Ms. Vasquez is also responsible for the oversight of the Network Nurse Telephone Call Center, located at the Beckley, WV VAMC.

Her previous roles at VA have included director of MyVA Performance Improvement; Acting Associate Medical Center Director at the Louis A. Johnson VA Medical Center (VAMC), in Clarksburg, Director, Interagency Strategic Partnerships; Special Assistant, Office of the Secretary; Deputy Director, Homeless Veteran Initiatives; and Deputy Director for Operations/Congressional Relations Officer. Previous to VA, Ms. Vasquez was a Senior Case Manager at the Department of Justice.

Ms. Vasquez is a 12 year U.S. Army Veteran, with a background in legal affairs and recruiting.

Associate Director

As Associate Director, Mr. Stout has the authority and responsibility for the non-clinical operations of the Beckley VA healthcare facility. In this role, he has overall responsibility for planning, organizing, directing, coordinating, controlling, reviewing, evaluating, and improving administrative and supportive operations of the facility, which administers a variety of medical care and treatment for Veterans in eleven counties in Southern West Virginia. These duties are geared to successful accomplishment of the Beckley VAMC’s assigned patient care, treatment, medical education, and Department of Defense contingency support missions.
Mr. Stout served as chief executive officer and chief operations officer at Indian Health services critical access hospitals. He is also a warranted senior contracting officer who supported the director of acquisitions, DHHS area office, CEOs, and other executives in the Phoenix area with business advice and administrative consultation. Mr. Stout was an executive member of the DHHS’ Phoenix Area Office which supported thirteen hospitals and medical centers in the Phoenix area, spanning Arizona, Nevada, California, and Utah.
Mr. Stout is a Veteran of the U.S. Marine Corps with more than 23 years of military experience in various leadership roles as a Marine officer. He is decorated with several medals including the Southwest Asia Service Medal, Kuwaiti Liberation Medal, Global War on Terrorism Service Medal, Combat Action Ribbon, Navy Achievement Medal, Navy Commendation Medal, and many others.
Mr. Stout received his Bachelor in Social Services from the University of Mississippi in 1999. In 2004, he received his Master’s in Business Administration with an emphasis in Government Policy and Acquisitions from the Naval Post Graduate School. Mr. Stout has nearly 28 years of federal government experience across multiple agencies, with extensive training in process improvement.

Chief of Staff

As Chief of Staff, Dr. Harris has overall responsibility for planning, organizing, directing, coordinating, controlling, reviewing, evaluating, and improving clinical operations of Beckley VAMC, which serves Veterans in 11 counties in Southern West Virginia. He will serve as an integral member of healthcare leadership team in coordinating the delivery of safe, quality care to more than 16,000 Veterans in the region annually.
Harris’ diverse professional experience spans more than three decades, including 27 years as a medical officer in the U.S. Army. He has served in multiple countries in the Middle East, Africa, and Europe, including as a senior flight surgeon. He has numerous medals and commendations, including the Legion of Merit, Bronze Star Medal, four Meritorious Service Medals, three Army Commendation Medals, two Army Achievement Medals, and many others.
Prior to his arrival at the Beckley VA Medical Center, Dr. Harris was the regional medical officer at CareMore Health Systems in Memphis, Tn. Dr. Harris also worked as chief of preventive medicine and public health functions at Northern Regional Medical Command/Atlantic Regional. In this role, he had oversight of all preventive medicine and public health functions in the U.S. Army east of the Mississippi River.
He has practiced family, sports, preventive and occupational medicine at Fort Belvoir Community Hospital, where he taught medical students and residents. Dr. Harris has also served as the Army Medical Department Ambassador to the U.S. Department of Health and Human Services. A published author, he has written numerous articles on a wide array of health topics for peer-reviewed journals. Currently, he is a member of the American Academy of Family Physicians and additional medical associations.

Associate Director for Patient Care/Nurse Executive

Debra Lynn Legg was appointed Associate Director for Patient Care Services/Nurse Executive (ADPCS/NE) of the Beckley VA Medical Center, effective July 3, 2011.

As ADPCS/NE of the Beckley VAMC, Ms. Legg is a member of the senior management team at this facility which includes acute care, long-term care, and numerous community based programs. She is directly responsible to the Director for the oversight of professional nursing practice, with the authority and responsibility for establishing the standards of practice for nursing which includes oversight, approval, and utilization throughout this VAMC. She is responsible for the clinical and administrative leadership for the following programs: acute care, geriatrics and extended care, mental health, customer service, patient advocate, nurse recruiter, dependent credentialing, infection control, education, audiology, and the Nurse Telephone Call Program.
