Mary Comans

Mary Comans joined the Federal Emergency Management Agency (FEMA) as the Deputy Chief Financial Officer in August 2016 and assumed the role of FEMA CFO in December 2017 after supporting the FEMA Administrator and Deputy Administrator as acting CFO and Deputy CFO. As CFO, Ms. Comans serves as the principal advisor to the FEMA Administrator and Deputy Administrator for budgetary and fiscal matters including financial management, accounting policy and systems, management control systems, budget formulation and execution, financial audit, and general management improvement programs. She also represents FEMA to the Department of Homeland Security, Office of Management and Budget, and Congressional offices and committees on related matters, in addition to leading an organization of nearly 300 professionals and technical staff.

Prior to joining FEMA, Ms. Comans was hand selected for a detail to serve as Chief of Staff for the newly established Department of Homeland Security’s (DHS) Joint Requirements Council (JRC), as a key liaison and coordinator for the Director.

During Ms. Comans tenure at the Transportation Security Administration (TSA), led a staff of senior and junior analysts in providing critical assistance to enable some of TSA's high profile programs like Federal Air Marshals, Office of Security Policy and Industry Engagement, Air Cargo and the Office of Global Strategies to sustain a high level of operational performance.

Prior to joining TSA, Ms. Comans served as the Desk Officer for the U.S. Coast Guard account for the DHS Office of Budget from July 2005 to September 2009. During her tenure at DHS, Ms. Comans did a developmental assignment with the U.S. Customs and Border Protection's Office of Anti-Terrorism.

Ms. Comans began her federal career in 2004 as a Presidential Management Fellow and graduated from the Fellows Program in December 2006. She first worked as a Budget Analyst for the Food and Drug Administration (FDA) from 2004 to 2005. In addition to earning a Bachelor of Arts degree in Political Science from Fordham University, Ms. Comans holds a Master of Public Administration from New York University and a Master of Science in National Security and Resource Strategy from the National Defense University’s Dwight D. Eisenhower School.
