The Public Health Law Program is administered by the Office of Public Health Law Services. The Public Health Law Program conducts activities that

• Provide support and consultation for, and access to, public health law expertise at state, tribal, local, and territorial public health levels
• Review, study, and disseminate information about existing state and local laws that may have application to public health
• Engage national, state, and local public health partners and policy makers , court systems, and law enforcement agencies in identifying priorities and in developing and applying legal tools
• Develop practical, law-centered tools for practitioners and policy makers at state, tribal, local, and territorial levels
• Provide consultation and technical assistance to CDC programs and partners

Director: Captain Carmen Clelland

The Office of Tribal Affairs and Strategic Alliances coordinates CDC programs and policies that benefit or affect American Indian/Alaska Native (AI/AN) populations. The office works to

• Enhance the relationship building and liaison role between CDC/ATSDR and tribes
• Develop tribal-related communication strategies
• Apply the Tribal Consultation Policy and formal government-to-government consultation
• Collaborate with AI/AN-serving organizations, including urban and rural Indian organizations
• Manage the CDC/ATSDR Tribal Advisory Committee, which advises the CDC director and ATSDR administrator on policy issues and broad strategies affecting AI/AN tribes and people
• Partner with the US Department of Health and Human Services
• Manage extramural funding affecting AI/AN communities
• Serve as subject matter experts on CDC/ATSDR-wide Native efforts

Office of Insular Affairs activities include managing technical assistance for insular areas, analyzing information and data, and coordinating communication and meetings. The office works to

• Develop and disseminate public health strategies, policies, programs, and system improvements for the US insular areas, which include US territories and independent nations that have signed a Compact of Free Association with the United States
• Provide technical assistance to CDC programs and external partners to support work in the insular areas
• Collaborate with and consult insular area governments and federal agencies working in the region
• Support use of evidence- and practice-based models to implement culturally responsive and traditional practices for improving health

The Division of Performance Improvement and Field Services advances US public health agency and system performance to better serve and protect the public’s health. The division conducts planning, assessment, and evaluation activities that

• Identify improvement opportunities in public health agency and systems structure, operations, and performance
• Advance the professional development and capability of the public health workforce
• Develop and disseminate evidence of successful agency and system improvement strategies

The division leads and manages the Public Health Associate Program and coordinates across CDC and STLT health agencies to support temporary and ongoing placement of CDC field staff within STLT public health agencies.

The Division of Program and Partnership Services builds and improves the capacity and performance of STLT agencies and the public health system through national partnerships and national grant programs through agency-wide national partner cooperative agreement mechanisms, including the Strengthening the Public Health System in the US-Affiliated Pacific Islands cooperative agreement and the Technical Assistance for Response to Public Health or Healthcare Crises funding opportunity. The division also develops, maintains, and manages the Preventive Health and Health Services Block Grant. The division facilitates connections and collaborations among CDC programs, other HHS agencies, and national partners, providing leadership and consultation regarding developing, evaluating, and improving national partnership cooperative agreements.
