As a member of the Animal Protection Caucus, I am deeply concerned about the welfare of animals, and I am committed to ensuring that we fulfill our obligations to protect them from indignity, pain and suffering. There is never an excuse for the mistreatment of animals, and it is our responsibility to ensure that all animals are approached with the dignity and respect they deserve. Unfortunately, animals are often subjected to cruel handling in a variety of ways.

Engel Cosponsors PACT Act to Strengthen Animal Welfare Laws

Washington D.C.—Congressman Eliot L. Engel, a member of the Animal Protection Caucus, issued the following statement on H.R. 724, the Preventing Animal Cruelty and Torture (PACT) Act of 2019, legislation Engel cosponsored to strengthen federal animal cruelty laws:

“As a member of the Animal Protection Caucus, I am deeply concerned about the welfare of domesticated and wild animals, and I am committed to ensuring that we fulfill our obligations to protect them from indignity, pain and suffering. There is never an excuse for the mistreatment or abuse towards animals, and it is our responsibility to ensure that all animals are approached with the dignity and respect they deserve.

“I am a proud original cosponsor of the PACT Act, which strengthens federal protections for animals by closing a loophole in existing law. The PACT Act would impose up to a 7-year prison sentence for those who knowingly create, advertise, distribute, or sell ‘animal crush videos.’ People who engage in acts of violence towards animals, such as burning, drowning, suffocating, or impaling, are absolutely vile. No animal deserves to be subjected to these forms or abuses, and the participants in these crush videos must be held responsible for their actions.”
