Peer Review - Alternative Route to Licensure

Vermont offers an "alternate route to licensure" for those who have not completed a traditional educator preparation program at a college or university. Vermont's alternate route is  License by Evaluation or "Peer Review." Every Peer Review candidate completes a portfolio, which  is reviewed by experienced teachers culminating in an interview.

Acceptance into the Peer Review program requires:

  • A candidate must hold a B.A./ B.S./ B.F.A. Official transcripts may be sent to AOE.Transcripts@vermont.govIn response to COVID-19 Peer Review is temporarily accepting diplomas for acceptance into the program if transcripts are delayed. Diplomas must clearly indicate your name, degree awarded, and signature or seal of the appropriate institutional representativeOfficial Transcripts must be sent to the AOE before receiving a recommendation for licensure.
  • All Praxis Core (or alternate test scores) and Praxis II (if applicable to endorsement sought) successfully passed and scores submitted to Agency of Education. Please see testing requirements. In Response to COVID-19 Peer Review is temporarily waiving the Praxis II Testing Requirement for acceptance into the program. Praxis Core is required for acceptance and is available for at-home testing. All testing requirements must be met before receiving a recommendation for licensure. Failure to meet testing requirements may cause your application to be closed in the future.

  • A current resume - please include relevant teaching experience.

Peer Review Clinics

Attending a clinic is a requirement of the portfolio. Clinic attendees will receive a certificate of attendance to submit with their completed portfolios. Candidates may apply to Peer Review prior to attending a clinic. Space is limited.

Clinics are a technical presentation detailing the portfolio and Peer Review process and are not intended as a basic informational introduction to the process. Attendance of a clinic is required for all Peer Review Candidates prior to submitting their portfolio. Acceptance into Peer Review is not required to attend a clinic; however, please review the resources on this page prior to registration, as space is limited.

When you register below, you will be redirected to a confirmation page. Clinics are limited to 50 participants. If the clinic is full, you will receive the message, “The form has received the maximum number of responses” at the top of your browser and will need to select another date.

Clinics will be held as a Microsoft Teams Live Event. You will receive a confirmation email with the link a few days before the event. During the event, there is a Q&A Chat for questions. Questions specific to your unique situation should be directed to AOE.PeerReview@vermont.gov after attending a clinic. You will receive a certificate of attendance after completing a survey link provided at the clinic.
