Energy Management Program Service
The Energy Management Program Service objectives include:
- achieving cost savings,
- upgrading energy and water infrastructure,
- improving VA fleet efficiency and effectiveness, and
- complying with regulations.
Enhanced-Use Lease (EUL) is an important component of the VA’s overall asset management program. In return for allowing VA property to be leased for non-VA uses (which must be compatible with or benefit the Department’s mission) on Department-controlled land, VA can require rent in the form of, monetary payments or other “in-kind” consideration, which in the opinion of the Secretary enhances a particular VA activity’s mission.
The Capital Asset Management Service (CAMS) is charged with managing VA’s portfolio of capital assets, performance monitoring of the portfolio, real property management, disposal and reuse planning, real property data management, and on-going analysis of the portfolio.
The Capital Asset Policy, Planning, and Strategy (CAPPS) Service serves as the focal point for the development, and guidance of a cost-effective and flexible capital asset, acquisition, management, and disposal process for all types of capital investments.
The Energy Management Program Service (EMPS) objectives include cost savings, upgrading energy and water infrastructure, improving VA fleet efficiency and effectiveness, and complying with regulations.
The Investment and Enterprise Development (IED) Service provides technical assistance; tools and training; analytical and staff support to the SMC and CIO, and sets program specific guidelines and investment standards.
