Coronavirus (COVID-19) Resources and Information

In an effort to assist dissemination of information on coronavirus for people with disabilities, NCD has assembled this list of resources from government and non-government sources. 

General Information

Visit Coronavirus.gov for the latest official information from the Coronavirus (COVID-19) Task Force at the White House.

For further information about coronavirus, please visit the Centers for Disease Control and Prevention’s coronavirus website at www.cdc.gov/coronavirus/2019-ncov. They also have a page specifically for updates.

Learn what the U.S. government is doing in response to coronavirus at www.usa.gov/coronavirus (en Español: gobierno.usa.gov/coronavirus).

The Administration for Community Living's COVID-19 webpage at acl.gov/COVID-19 has information for older adults and people with disabilities.

Executive Orders

An executive order signed by President Trump focuses on increased support for mental- and behavioral-health needs.

Civil Rights

Department of Health and Human Services (HHS) Office of Civil Rights (OCR) published a BULLETIN regarding a person with disabilities' civil rights, HIPAA, and the Coronavirus Disease 2019 (COVID-19).

The Center for Dignity in Healthcare for People with Disabilities created a fact sheet aimed at raising awareness to healthcare professionals to ensure equitable care to people with disabilities during COVID-19.

A Guide to Disability Rights Laws. This guide, a publication of the U.S. Department of Justice, provides summaries of all major disability rights laws and appropriate federal contact information for more information. 

Americans with Disabilities Act (ADA) This U.S. Department of Justice website contains valuable information regarding ADA standards, technical assistance, new or proposed regulations, an ADA Help Line, a toolkit for state and local governments, and other valuable information.

Social Security and Economic Impact Payments

New Guidance about COVID-19 Economic Impact Payments for Social Security and Supplemental Security Income (SSI) Beneficiaries.

Social Security Advisory Board has a page for COVID-19 information.

The IRS web page allows Americans awaiting $1,200 economic stimulus payments to find out when they will arrive. The web page lets recipients log in to to see when their payment will be sent and whether they will receive it by direct deposit or a mailed check.

Information for people who have not filed taxes with the IRS on applying for COVID-19 Economic Impact Payments.

The CARES Act provides economic impact payments of up to $1,200 for individuals or $2,400 for married couples and up to $500 for each qualifying child.

Eligible Social Security (including SSDI and SSI), Veterans Administration, and Railroad Retirement beneficiaries who don’t normally file taxes will automatically receive payments of $1,200.

Any of these beneficiaries who have qualifying children under age 17 and did not file 2018 or 2019 taxes must use the Non-Filers: Enter Payment Info tool on IRS.gov to claim the $500 payment per child.

For those who missed the April 22 deadline, their automatic payment will be $1,200 and, by law, the additional $500 per eligible child would be paid in association with a return filed for tax year 2020.

SSI and VA beneficiaries have some additional time but should enter this information as soon as possible.

Note that economic impact payments will not be counted as income for SSI recipients, and the payments are excluded from resources for 12 months.

Medicare's coronavirus page at www.medicare.gov/medicare-coronavirus has information and updates.

Education

The Department of Education has a webpage devoted to information, including special education information for students with disabilities.

Department of Education's Office of Civil Rights (OCR) put out a fact sheet on addressing the Risk of COVID-19 in Preschool, Elementary and Secondary Schools while serving children with disabilities.

OCR also has a webinar on online education and website accessibility.

Individuals with Disabilities Education Act This U.S. Department of Education webpage contains a link to the text of the law. 

Office of Special Education and Rehabilitative Services (OSERS) created a Question and Answer document on supporting children with disabilities during the COVID-19 outbreak.. 

Housing

The Department of Housing and Urban Development (HUD) has a page for COVID-19 information.

Employment

The U.S. Equal Employment Opportunity Commission (EEOC) created a website for information regarding discrimination and the coronavirus at www.eeoc.gov/coronavirus/ This EEOC webpage explains what constitutes illegal discrimination on the basis of disability under the Americans with Disabilities Act and how to file a complaint. What You Should Know About the ADA, the Rehabilitation Act, and COVID-19

The Department of Labor's Coronavirus Website has resources to help workers and employers prepare for the COVID-19 virus. The DOL Office of Disability Employment Policy (ODEP) This U.S. Department of Labor website provides information about ODEP's programs, initiatives, and grants. 

The Occupational Safety and Health Administration (OSHA) created Guidance on Preparing Workplaces for COVID-19 hat provides steps every employer can take to reduce the risk of spreading COVID-19 in the workplace.

The Job Accommodation Network (JAN) Coronavirus website provides information about workplace accommodations and compliance for employers during COVID-19.

Transportation

The Department of Transportation has COVID-19 page with resources.
