All fiscal year 2023 requests for Community Project Funding submitted by Congresswoman Barbara Lee to the House Committee on Appropriations will be posted below for public disclosure purposes. Only pubic or non-profit entities are eligible for Community Project Funding. In compliance with House Rules and Committee requirements, Congresswoman Barbara Lee has certified that she, her spouse, and her immediate family have no financial interest in any of the projects she has requested.

CJS – Justice Assistance Grants (“Byrne Grants”)
Project name: City of San Leandro Police Department Community Police Review Board
Project Requestor: City of San Leandro
Description: This project would support an Independent Auditor and the establishment of a Community Police Review Board that institutes civilian oversight, fulfills public expectations, enhances police accountability, improves trust, and advances goals related to racial and social equity.
Amount requested: $300,000
CJS – Justice Assistance Grants (“Byrne Grants”)
Project name: Procedural Justice/Community Police Trust
Project Requestor: City of Oakland
Description: The Procedural Justice and Community Police Trust is the first training program in the country to partner with community members as developers and presenters. This project would fund a program that consists of violence reduction police trainings, departmental policy changes, and community engagement to strengthen police-community relationships by addressing the deep historical roots of distrust in the police among marginalized communities.

Energy & Water – Army Corps of Engineers Construction
Project name: Integrated Recycled Water Program, Emeryville Albany Pipeline
Project Requestor: East Bay Municipal Utility District (EBMUD)
Description: This project would fund the creation of the Emeryville-Albany Pipeline. This pipeline would be the next phase of the East Bayshore Recycled Water Project, part of EBMUD’s comprehensive Integrated Recycled Water Program (IRWP).

Project name: California Jobs and Infrastructure Initiative
Project Requestor: Oakland Private Industry Council
Description: The California Jobs and Infrastructure Initiative is a multi-sector job creation effort that works collaboratively with the Oakland and California Workforce Development Boards, to increase the hiring of women and people of color in large scale community-centered infrastructure projects in California. This project will fund community benefit projects that will hire women and people of color in California. The project will establish baseline data to identify best practices for hiring to spark similar efforts in disenfranchised communities statewide.

Project name: Adult Transition Services Partnership Program
Project Requestor: Clausen House
Description: This project would develop enhanced, transformational transition services for individuals with intellectual and developmental disabilities (IDD). Specifically, Clausen House is leading this unique Adult Transition Services Partnership Project team to establish new approaches to improving employment, educational and life skills, and support for individuals with Intellectual and developmental disabilities—and their families—as these young people leave high school and enter adulthood.

Project name: Building Programs and Policies to Strengthen Pathways into the Unionized Construction Trades
Project Requestor: CTWI/Alameda BTC
Description: This project would expand partnerships with community-based organizations, increase the diversity, participation and enrollment of Oakland residents into union construction apprenticeship programs.

Project Requestor: Retention Apprentice Mentoring Program
Description: This project would fund a supplemental education program for apprenticeships. This project will ensure quality construction, prepare a skilled and well-paid workforce that will support their local communities, and reduce of the dropout rate of apprentices.

LHHSE – Health Resources and Services Administration
Project name: NAHC/SAHA-Weaving Communities Together
Project Requestor: Native American Health Center, Inc., in partnership with Satellite Affordable Housing Associates
Description: This project will be used for construction funds of a new 14,000 square foot, five-story 76-unit infill housing development for low-income individuals and families in Oakland’s Fruitvale District, including a ground floor health clinic and large capacity community cultural center.

Project name: Latino Social Science Research and Postdoctoral Pipeline
Project Requestor: UC Berkeley
Description: This project will fund the expansion of Latino focused academic studies and academic research. Funding will also permit the creation of graduate-level Latino focused mentorship and fellowship programs to catalyze and sustain future scholarship.

Project name: Community Healing Initiative through Violence Prevention and Mental Health
Project Requestor: Asian Health Services
Description: This project would fund comprehensive support services for survivors of violence. These services include trauma-informed mental health services, wrap around care through patient empowerment, and healing through cultural practices.

Project name: Coliseum Gardens Affordable Housing
Project Requestor: City of Oakland
Description: This project would revitalize the existing Inn by the Coliseum motel into 36 units of permanent supportive housing for homeless individuals and one manager’s unit.

Project name: Covenant House California Homeless Youth Services Center
Project Requestor: Covenant House California
Description: This project would fund the completion of construction of a state-of-the-art Homeless Youth Services Center in Oakland, California. This expansion adds 25 beds to the existing 40 beds for a total of 65 accessible, low-barrier beds for youth experiencing homelessness between the ages of 18 and 24.

Project name: Intergenerational Affordable Housing Project on San Pablo Avenue
Project Requestor: City of Emeryville
Description: This project would fund the redevelopment of a 0.47-acre site at 4300 San Pablo Avenue with a 5-story, 68-unit, 100% affordable intergenerational housing project. This will be the first intergenerational affordable housing project in California. This project will also have units for Transition Aged Youth (TAY) who have been impacted by homelessness. There will be bicycle parking, electric vehicle charging, and public art at the site.

Project name: Martin Luther King Junior Youth Services Center Renovation
Project Requestor: City of Berkeley
Description: This project would renovate the MLK Jr. Youth Services Center into a modern community facility, with upgraded seismic and utility systems to be able to act as a care and shelter facility for a more prepared and resilient Berkeley. Programmatic renovations will include all teen spaces, kitchen, computer lab, gymnasium, restrooms, and offices.

THUD – Highway Infrastructure Projects
Project name: Vision Zero
Project Requestor: City of San Leandro
Description: This project will improve safety, access, and mobility for all roadway users along Bancroft Avenue and Williams Street. Improvements will enhance safety outcomes, reduce accidents and fatalities, and support multimodal access to BART, parks, businesses, schools, and other community destinations, while prioritizing sustainable and active transportation.
