- Project Details: The purpose of this project is to provide for improved drainage capability in St. Charles, St. Bernard, and Plaquemines Parishes. This project will help improve drainage systems in St. Bernard Parish as part of the Water Resources Development Act of 2022.

Morganza to the Gulf, LA
- Recipient: U.S. Army Corps of Engineers, New Orleans District

- Amount of Request: $31 Million
- Details: The Louisiana Coastal Protection and Restoration Authority is requesting $31 million for the Corps of Engineers to raise Reach F of the Morganza to the Gulf Project near Dularge, La., of which $2 million will be used to finalize Engineering and Design of raising the reach and $29 million for construction to raise Reach F from its current height of 11-12 ft to up to 18 ft. Reach F is a vital connector between the Houma Navigation Canal Lock Complex and the future Bayou Grand Caillou Floodgate of the larger Morganza to the Gulf System and raising this reach will increase the level of protection along the system. This project will not only protect the communities and residents within Terrebonne Parish, but also an industrial base that supports 20 percent of our nation’s domestically-produced energy. Moreover, the system will protect shipyards currently building vessels for the U.S. Navy, U.S. Coast Guard, NOAA, and NSF. Additionally, Reach F already possesses the required environmental clearances needed to begin construction immediately to lift to up to 18 ft. Lastly, nearly $1 billion has been invested in the Morganza to the Gulf System through local and state funds, with residents taxing themselves for over 20 years to build this hurricane protection infrastructure. I submitted a community project funding request for the Corps of Engineers in FY22 and received $19.3 million to initiate and complete the Engineering and Design Phase of the future Gulf Intracoastal Waterway (GIWW) East Floodgate of the Morganza to the Gulf Project.
Houma Navigation Canal, LA

- Details: The Port of Terrebonne is requesting $2.5 million for the Houma Navigation Canal Deepening Investigations Project to allow the Corps of Engineers to complete pre-construction engineering and design for deepening the waterway to 20ft. The Houma Navigation Canal is hub for economic activity in the region and for the country by supporting shipbuilding for the U.S. Coast Guard, U.S. Navy, National Marine Fisheries Service, and National Science Foundation at locations along the channel. Additionally, fabrication and service work for offshore energy development, including wind energy components, occurs along the channel.
Port Fourchon Belle Pass Channel, LA

- Details: The Greater Lafourche Port Commission is requesting $1.5 million to allow the Corps of Engineers to complete environmental compliance and to update cost and dredge material disposal plans for the Port Fourchon Belle Pass Channel, LA Project. Port Fourchon serves as the sole service point for nearly 20 percent of the nation’s domestically-produced oil and natural gas, making this port a critical national asset. Deepening the channel to 30 feet serves a dual-purpose of accommodating larger vessels operating and conducting repair work at the port, while also providing significant coastal protection benefits due to the beneficial use of 100 percent of the dredged material.

- Details: The Louisiana Coastal Protection and Restoration Authority is requesting $15 million for the Corps of Engineers to initiate and complete the Engineering and Design Phase of the East Floodgate of the Morganza to the Gulf Project, including, but not limited to, data collection and sampling, engineering and design, modelling, and other related services for the design of the structure. The Gulf Intracoastal Waterway (GIWW) East Floodgate is a major component of the Morganza to the Gulf Project. This project will not only protect the communities and residents within Terrebonne and Lafourche parishes, but also an industrial base that supports 20 percent of our nation’s domestically-produced energy. Moreover, the system will protect shipyards currently building vessels for the U.S. Navy, U.S. Coast Guard, NOAA, and NSF. Additionally, the design for this gate can be used again for the gate on the west end of the system, therefore reducing the need for additional design funding for the second gate. Lastly, nearly $1 billion has been invested in the Morganza to the Gulf System through local and state funds, with residents taxing themselves for over 20 years to build this hurricane protection infrastructure.
National Center for Advanced Manufacturing

- Amount of Request: $5 Million
- Details: $5 million is requested for the National Center for Advanced Manufacturing (NCAM) to purchase hardware and software technology for aerospace and defense systems, provide for the hiring of additional subject matter experts from Louisiana State University (LSU) and the University of New Orleans (UNO) to work in support of NCAM, and enhance STEM education and training for the hardware and software technology utilized at the NCAM. The NCAM, through its partnership with NASA, plays a vital role in the construction of the different components of NASA’s Space Launch System (SLS) core stage. The increased software and hardware capabilities for the NCAM will further support the SLS program and our nation’s broader missions of returning humans to the moon and eventually placing humans on Mars.

St. Tammany Health System - Mobile Screening Program

- Details: St. Tammany Health System is seeking funding to purchase and operate a mobile screening bus to provide services in St. Tammany and Washington Parishes. While mammography will be the primary screening available, other cancer screenings will be offered, including screenings for colorectal cancer, skin cancer, head/neck cancer and prostate cancer. Additional screenings for cholesterol, blood pressure, and arterial ultrasounds will also be available. Through enhanced and earlier screening and preventative services, these services will help prevent higher health care costs and lead to better health outcomes in the communities covered.
US 190: LA 437 - US 190 BUS Bridge Replacement Project

- Amount of Request: $6 million
- Details: $6 million is requested to build a new U.S. 190 Bridge and add additional lanes to the east and west approaches of the new bridge over the Bogue Falaya River and U.S. 190 Business in Covington, LA. US 190 is on the National Highway System and serves as an important hurricane evacuation route through St. Tammany Parish. Additionally, this intersection has experienced severe congestion issues as area population growth has accelerated in recent decades. Moreover, the current US 190 bridge is over 70 years old and has reached the end of its operational cycle. A new and wider bridge on U.S. 190 will lead to a safer and less congested intersection for all travelers who use it, especially during times of emergency and evacuation.
