Community Projects Funding Disclosure

Fiscal Year 2023

Rep. Susie Lee has submitted funding requests for important community projects in Nevada’s Third Congressional District to the House Appropriations Committee. Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2023 — although only a handful may actually be funded. By submitting these projects, we recognize that there is no guarantee that they will ultimately be funded. Projects are restricted to a limited number of federal funding streams. Additionally, in reviewing requests, our office only considered projects submitted by public entities. Additional information on the reforms governing Community Project Funding is available here.

In compliance with House Rules and Committee requirements, Rep. Susie Lee has certified that she, her spouse, and her immediate family have no financial interest in any of the projects she has requested. Additionally, this disclosure form will be updated with new projects pending the release of the President’s Fiscal Year 2023 Budget.

Project Name: CARE Team Diversion Program
Project Sponsor: Clark County
Subcommittee: Labor, Health and Human Services, Education, and Related Agencies
Requested Amount: $1,709,594 
Project Explanation: In partnership with the Las Vegas Metropolitan Police Department (LVMPD), the Clark County Social Service Community, Advocacy, Resources, and Engagement (CARE) Team works to identify clients experiencing homelessness, chemical dependency, psychiatric disorders, trauma, incarceration related to non-violent offenses, and those seeking affiliation and acceptance and provides support services to reduce criminal detention, hospital stays, and recidivism. The program provides solutions to address root issues - such as mental health and social service supports - while also providing programming to support individuals exiting detention with long term acute treatment.

Project Name: Center for Career Advancement and Education
Project Sponsor: Nevada State College (NSC)
Subcommittee: Labor, Health and Human Services, Education, and Related Agencies
Requested Amount: $1,624,294
Project Explanation: This project would support NSC in establishing its Center for Career Advancement and Education, an education and training center to support Nevada's economic development and diversification needs. The center will pave pathways for postsecondary student career entry and advancement in key industries in Nevada.

Project Name: Functional MRI Scanner for Biomedical Research and Medical Student Training
Project Sponsor: University of Nevada, Las Vegas (UNLV)
Subcommittee: Labor, Health and Human Services, Education, and Related Agencies
Requested Amount: $4,515,000 
Project Explanation: This project would bring a 3T functional MRI (fMRI) scanner to campus that would fundamentally improve UNLV research capacity and potential for community benefit. A fMRI scanner will immediately advance numerous initiatives across multiple research divisions and degree programs as well as provide an immediate impact on the quality of faculty that can be recruited to UNLV. It will also have profound impacts for health care and health training in southern Nevada. The fMRI will enable training students as part of the Health Physics curriculum at UNLV. It will also provide an opportunity for scanning capabilities for students in the UNLV School of Medicine and serve as a clinical resource for many UNLV initiatives that will engage with the surrounding community.

Project Name: Henderson Interchange Project
Project Sponsor: Nevada Department of Transportation (NDOT)
Subcommittee: Transportation, Housing, and Urban Development, and Related Agencies
Requested Amount: $5,000,000 
Project Explanation: This project would fund improvements to the Henderson I-515/I-11 Interchange. The current Henderson Interchange was constructed between 2004 and 2006, and improvements are needed to accommodate increased demand and ensure traffic safety. This project will allow Nevada Department of Transportation (NDOT) and the Federal Highway Administration (FHWA), in cooperation with the City of Henderson, to improve traffic operations at the I-515 and I-11 interchange. The project will resolve existing roadway deficiencies in the Henderson Interchange and surrounding roadways, provide transportation improvements to serve existing and future growth areas, and restore local traffic connectivity.

Project Name: Mental Health Co-Responder Crisis Response Unit 
Project Sponsor: City of Henderson 
Subcommittee: Commerce, Justice, Science, and Related Agencies
Requested Amount: $2,955,000 
Project Explanation: This project would enable the City of Henderson to significantly enhance its ability to respond safely and effectively to people suffering from a behavioral health crisis through a crisis intervention team. Henderson’s team will be called a Co-Responder Crisis Response Unit. The team will be comprised law enforcement, behavioral health clinicians and medical staff that respond 24/7 to individuals experiencing a mental health crisis.  By pairing these resources, staff will be able to connect individuals to services and divert them from the criminal justice system and hospital emergency rooms.

Project Name: Mobile Health Outreach Program – Health Nation 
Project Sponsor: Clark County
Subcommittee: Labor, Health and Human Services, Education, and Related Agencies
Requested Amount: $1,330,000 
Project Explanation: This project would fund the expansion of the current Clark County Social Service Mobile Health Outreach Program-- Health Nation.  This program is a County collaborative with University Medical Center, Prime Dental, the Las Vegas Raiders, and community providers, currently operating through Clark County Social Service in partnership with multiple community stakeholders. The program utilizes mobile offices to provide assessment and health services for the pediatric, adult, and senior at-risk populations.

Project Name: Nurse Transition from Academia to Practice Readiness (N-TAPR) Program
Project Sponsor: Nevada State College (NSC)

Requested Amount: $611,968
Project Explanation: This project would support Nevada State College (NSC) School of Nursing (SON) in launching its Nurse Transition from Academia to Practice Readiness (N-TAPR) program to prepare bachelor’s degree nursing graduates for success on the registered nurse licensing exam, in collaboration with Henderson Hospital. This program aims to enable these new nurses to enter the professional nursing workforce safely and competently, while addressing the persistent shortage of healthcare workers and the inadequate provision of healthcare across southern Nevada.

Project Name: On-Campus Mental Health Clinic
Project Sponsor: Nevada State College (NSC)

Requested Amount: $1,337,000
Project Explanation: This project will establish a comprehensive psycho-educational evaluation clinic at NSC for continuous support of students and their families seeking mental health services. The clinic will provide assessments and wrap-around services to students and families experiencing trauma and mental health concerns. This clinic will also serve as a training ground for the undergraduate and graduate students seeking a School-Based Mental Health minor or graduate degree at NSC.  It will also serve as a site for classroom teachers and other professionals to receive training that is critical in addressing the initial stages of student mental health needs.

Project Name: Police Department Replacement Patrol Vehicles 
Project Sponsor: Boulder City 
Subcommittee: Commerce, Justice, Science, and Related Agencies
Requested Amount: $400,000 
Project Explanation: This project would allow the Boulder City Police Department to better ensure the safety of all residents, visitors, and police officers by replacing the old, unreliable, and unsafe patrol vehicles in their current fleet. This funding would allow for the purchase of new patrol vehicles and their requisite on-board safety equipment to keep more officers on patrol, not broken down at the side of the road. Twenty-two Boulder City Police patrol vehicles, with model years of 1999 through 2015, need to be replaced, as they experience regular mechanical and functional issues, are no longer under warranty, and their parts are becoming increasingly costly.

Project Name: Quantifying Carbon Fluxes Initiative
Project Sponsor: Desert Research Institute (DRI)

Requested Amount: $2,500,000
Project Explanation: The Quantifying Carbon Fluxes initiative will allow DRI to improve and enhance the unique capabilities of their Ecologically Controlled Enclosed Lysimeter Laboratory (EcoCELL) facility, supporting essential climate change research and educating the next generation of climate change experts. Funds will also be used to support DRI personnel and train a new generation of climate smart students who understand how preserving, protecting, and managing ecosystems can help capture carbon to mitigate the impacts of climate change.

Project Name: Septic Conversion Program
Project Sponsor: Southern Nevada Water Authority (SNWA)
Subcommittee: Interior, Environment, and Related Agencies
Requested Amount: $3,000,000 
Project Explanation: This project would facilitate the expansion of the Southern Nevada Water Authority’s Septic Conversion Program, helping more southern Nevada homeowners transition from a septic system to a municipal sewer system. This program covers up to 85 percent of the total costs to homeowners of a septic to sewer conversion, which can range from $20,000 to $200,000. Homes on septic systems consume six times the amount of water consumed by homes connected to a sewer system in the Las Vegas Valley. This project is popular and productive as it maximizes strained water resources and directly benefits southern Nevadans.

Project Name: Small Business Opportunity Program (SBOP)
Project Sponsor: Clark County

Requested Amount: $350,000 
Project Explanation: This project would expand and upgrade the Clark County Small Business Opportunity Program (SBOP), a long-standing County program that helps small business owners increase their capacity to compete for government contracts. Small businesses that enroll in SBOP receive instruction, networking, mentoring, coaching, and training with the goal of preparing them to be successful contract bid winners for state and local government entities, institutions of higher learning, and private agencies.

Project Name: Sports Research, Education, and Innovation Initiative
Project Sponsor: University of Nevada, Las Vegas (UNLV)
Subcommittee: Labor, Health and Human Services, Education, and Related Agencies
Requested Amount: $3,250,000
Project Explanation: This project would enable UNLV to expand the university’s capacity for advanced sports research and education. This funding would build on UNLV’s initiative to expand sports-related research, from brain health to sports performance and e-sports. The resources and related curriculum coordination will help UNLV educate and train graduates for this field of employment and help the region continue to thrive economically.

Project Name: STEM and Educator-Student Partnerships Program
Project Sponsor: Desert Research Institute (DRI)

Requested Amount: $1,000,000
Project Explanation: This project will facilitate the establishment of the Desert Research Institute’s (DRI) STEM and Educator-Student Partnerships Program, a statewide program available for all Nevada System of Higher Education (NSHE) institutions. DRI aims to recruit STEM majors and Education majors, to partner them together to learn about each other’s field.

Project Name: Workforce Industry Sector Partnerships
Project Sponsor: Workforce Connections, Southern Nevada’s Local Workforce Development Board
Subcommittee: Labor, Health and Human Services, Education, and Related Agencies
Requested Amount: $800,000 
Project Explanation: This project would expand Workforce Connections’ ability to facilitate workforce industry sector partnerships. Funding would allow Workforce Connections to identify short-, medium- and long-term workforce needs from employers, and advance the design and implementation of workforce development programs that meet those needs.

Project Name: Boulder City Wastewater Treatment Plant Upgrade
Subcommittee: Interior, Environment, and Related Agencies
Requested Amount: $1,000,000
Project Sponsor: Boulder City, Nevada
Project Explanation: The funding would be used to upgrade the headworks at the Boulder City Wastewater Treatment Plant by replacing the existing grinder and grit removal system with a new higher technology bar screen and grit removal system. The existing equipment runs 24/7 and is over 10 years old and in need of replacement. This project will ensure wastewater is properly treated and safe for disposal and help reduce long term operating costs.

Project Name: Clark County School District Social Workers

Requested Amount: $944,000
Project Sponsor: Clark County School District
Project Explanation: Clark County School District (CCSD) acknowledges the growing need for mental health support in schools, especially after school closures due to the COVID19 pandemic. This funding would allow CCSD to hire social workers to provide support services that improve school climates including mental health services, social/emotional support, anti-bullying programs, and trauma-informed care to CCSD students at identified high-needs schools.

Project Name: Henderson Workforce Training Center

Project Sponsor: City of Henderson
Project Explanation: The Henderson Workforce Training Center will be a 25,000 square-foot facility focused on creating a skilled advanced manufacturing workforce that spurs growth in this sector for small businesses. The Center will provide instruction through College of Southern Nevada, with curriculum developed in collaboration with industry leaders. The Center will also allow small businesses and other employers to customize training procedures according to their needs. Funding is requested to outfit the Center with advanced manufacturing training equipment.

Project Name: Las Vegas Wash
Subcommittee: Energy and Water Development, and Related Agencies
Requested Amount: $3,060,000
Project Sponsor: Southern Nevada Water Authority
Project Explanation: The Las Vegas Wash is a critical component in water resource management for southern Nevada, as it helps urban runoff, treated wastewater, and floodwater return to Lake Mead and the Colorado River, and creates a habitat that sustains plants and animals that otherwise wouldn’t be found in a dry, desert environment. Funding for the construction of erosion control structures in the Lower Las Vegas Wash will protect existing infrastructure, restore surrounding wetlands, and improve drinking water quality for the Southern Nevada region.

Project Name: Nevada State College School of Nursing Equipment Technology Enhancements

Project Explanation: This funding seeks to strengthen the STEM education community in the State of Nevada by leveraging the abilities of the Desert Research Institutes’ Science Alive program to develop and deliver innovative K-12 STEM programming and University of Nevada, Las Vegas' expertise in teacher training. The STEM Co-Lab will serve both rural and urban STEM educators, students, and families throughout Nevada by providing them with hands-on, interactive STEM curriculum and activities.
