The new legislation builds on President Biden’s historic one-time student loan debt relief announcement last month to forgive up to $20,000 in outstanding federal student loan debt for millions of borrowers.

WASHINGTON, DC  – U.S. Representatives Bobby Scott (VA-03) and Elaine Luria (VA-02) sent a letter to U.S. Secretary of the Navy Carlos Del Toro urging him to appoint a Director of Psychological Health at each Navy and Marine Corps installation. “There have been over 30,000 estimated deaths [of servicemembers and veterans] by suicide since 2001,” the letter states.“Each death is a tragedy and together they represent a widespread failing to properly treat, manage, and understand the mental health needs of America’s military personnel. This crisis requires decisive and immediate action, and few incidents demonstrate that urgency more than the recent string of suicides among sailors serving on USS George Washington in Newport News, Virginia.”

WASHINGTON, DC – Chairman Robert C. “Bobby” Scott (VA-03) released the following statement after a District Court judge ruled to invalidate several provisions of the Affordable Care Act that govern which forms of preventive care—such as pre-exposure prophylaxis (PrEP) for HIV, cancer screenings, and other lifesaving health services—must be covered by health insurers. “For more than a decade, the Affordable Care Act has provided millions of Americans with access to preventive care, such as cancer screenings, vaccinations, contraception, and chronic disease screenings, without having to pay anything out of pocket.

WASHINGTON, DC – Chairman Robert C. “Bobby” Scott (VA-03) released the following statement after the Bureau of Labor Statistics announced that the economy added 315,000 jobs in August and the unemployment rate rose to 3.7 percent. Today’s jobs report shows that the economy is continuing to exceed pre-pandemic job levels and returning to a steady and stable position. Just over 9.7 million jobs have been created since January 2021, exceeding the pre-pandemic highwater mark by 240,000 jobs. Thanks to President Biden’s leadership and Congressional Democrats’ swift action, our nation’s workforce has not only recovered, but come back even stronger. This is a direct result of the American Rescue Plan Act, which got people back to work safely; the Bipartisan Infrastructure Law, which is creating millions of good-paying jobs; and the Inflation Reduction Act, which is lowering the cost of everyday goods.

WASHINGTON, DC – Chairman Robert C. “Bobby” Scott (VA-03) released the following statement after President Biden announced that the Department of Education is extending the pause on student loan repayment, interest, and collections through 2022, providing up to $20,000 in debt cancellation to Pell Grant recipients and up to $10,000 in debt cancellation to non-Pell Grant recipients, and capping the amount borrowers would pay monthly for undergraduate loans at 5 percent of their income. “President Biden is providing unprecedented relief for America’s student loan borrowers. Today’s announcement delivers on President Biden’s promise to cancel up to $20,000 of borrowers’ federal student debt. Also, extending the pause on student loan repayment will further help get borrowers back on track.

NEWPORT NEWS, Va. — Congressman Bobby Scott celebrated the anniversary of the 19th Amendment by talking about women's healthcare with providers in Newport News. It’s a conversation he said is much needed. “This is Women’s Equality Day, and health care is one of those areas where there is great inequity, and the Dobbs decision pointed out one of the problems,” Scott said. Friday morning, the Democratic District 3 representative heard concerns from health providers at the Southeastern Virginia Health System. Some issues they pointed out were access to health insurance and medical care.

NORFOLK, Va. — June marks Pride Month and to celebrate, a local LGBT center got a big boost! Congressman Bobby Scott (D, VA-03) delivered a $1.8 million check in federal funds to the LGBT Life Center in Norfolk on Thursday. The money was secured in the FY22 Omnibus Appropriations Act. The funds will be used to construct a new community center on the Virginia Peninsula and will include access to medical care, counseling, housing and more. Additionally, the new community center will be a safe space for LGBTQ youth and adults to find support and resources.

NEWPORT NEWS — Trying on a virtual reality headset in a fifth-grade geology class, U.S. Rep. Robert C. Scott got a chance to see something he had told Newport News School Superintendent George Parker he had wanted to see from COVID-19 relief money: innovation. He got to watch steam and pale-yellow sulfur racing out of a volcano, tilting his head and spinning around on his heels to get different views of the eruption. As chairman of the House Education and Labor Committee, the Newport News representative has advocated for what’s been the biggest federal aid program for K-12 schools ever.

NEWPORT NEWS, Va. — Students at Sedgefield Elementary got a warm welcome Tuesday morning from Congressman Bobby Scott. Scott toured the school and sat down with school leaders to discuss how the division transitioned back into the classroom. "The American Rescue Funds constituted the biggest investment in K-12 education in the history of the federal government," he said. "We wanted to see if it was working or not.” The division credits funds from the American Rescue Plan for helping students and staff safely return to the classroom and catch up on missed learning following months of virtual learning.  New Superintendent Dr. George Parker said the division focused a majority of that money on school safety and addressing learning loss.

NORFOLK, Va. — Norfolk International Airport (ORF) will soon see some big upgrades and the federal government is picking up part of the tab. The airport is getting $33 million in funding from the $1 trillion bipartisan infrastructure law. Congressman Bobby Scott toured Norfolk International alongside Airport Authority executive director Robert Bowen to get a first-hand look at how airports officials plan to use millions of dollars in federal funding. “The Norfolk airport is almost 75 years old and obviously a lot of things have reached past their useful life,” Scott said. “If we're going to have a functioning airport, you have to make the ongoing investments and this law will make those investments possible."

WASHINGTON — A local congressman is taking action to protect the nation's military bases from Mother Nature. A 2018 Defense Department study found  53 of 79 military installations face current threats from flooding. The list includes Langley Air Force Base, Naval Air Station Oceana, Naval Support Activity Hampton Roads,  and Naval Station Norfolk. Rep. Bobby Scott's (D-Virginia, 3rd District) bill Enhancing Military Base Resilience and Conserving Ecosystems through Stormwater Management (EMBRACE Stormwater Management) Act would implement stormwater best management practices, to reduce flooding on and around military bases, which jeopardizes military readiness, pollutes the Chesapeake Bay, and compounds stress for military families.
