Hoard of Wisconsin; staff, United States Secretary of Agriculture, 1891–1893; staff, United States Representative Joseph Weeks Babcock, 1893–1894; Wisconsin secretary of state, 1895–1899; elected Sergeant at Arms of the United States House of Representatives for the Fifty-sixth Congress, and for the five succeeding Congresses (December 4, 1899–April 4, 1911); died on September 25, 1912, in Madison, Wis.
