Roadmap to Federal Resources for Disaster Recovery

EDA EAA program grants and cooperative agreements are designed to leverage existing regional assets and support the implementation of economic development strategies that advance new ideas and creative approaches to advance economic prosperity in distressed communities. EDA's EAA program can support strategy (planning) grants to assist impacted regions with market studies, feasibility studies, supply chain mapping, and related projects to support manufacturing capacity and supply chain resiliency. Additional eligible activities include construction, non-construction, planning, technical assistance, and revolving loan fund projects under EDA’s EAA programs.

In exchange for removing environmentally sensitive land from production and establishing permanent resource conserving plant species, farmers and ranchers are paid an annual rental rate along with other federal and non-federal incentives as specified in each CREP agreement. Participation is voluntary, and the contract period is typically 10-15 years.

National Dislocated Worker Grants (DWGs) are discretionary grants awarded by the Secretary of Labor, under Section 170 of Workforce Innovation and Opportunity Act (WIOA). Disaster DWGs provide funding to create temporary employment opportunities to assist with clean-up and recovery efforts, when an area impacted by disaster is declared eligible for public assistance by the Federal Emergency Management Agency or otherwise recognized by a federal agency with authority or jurisdiction over federal response to the emergency or disaster.

Formula funding for metropolitan cities, urban counties, territories, and states, who may subgrant to private non-profits for emergency sheltering. Shelters must serve homeless persons for 3-10 years. See 24 CFR §576.102 - Congressionally-funded grant available on a first come, first serve basis.

STEP provides financial awards to state and territory governments to assist small businesses with export development

State Environmental Justice Cooperative Agreement Program provides funding to eligible applicants to support and/or create model state activities that lead to measurable environmental or public health results in communities disproportionately burdened by environmental harms and risks. These models should leverage or utilize existing resources or assets of state agencies to develop key tools and processes that integrate environmental justice considerations into state governments and government programs.

NIST MEP's mission is to enhance the productivity and technological performance of U.S. manufacturing.

The primary goal of the Assistance to Firefighters Grant (AFG) is to meet the firefighting and emergency response needs of fire departments and non-affiliated emergency medical service organizations and to help them obtain critically needed equipment, protective gear, emergency vehicles, training and other resources necessary for protecting the public and emergency personnel from fire and related hazards.

Project SERV funds short-term education-related services for school districts and institutions of higher education to help them recover from a violent or traumatic event in which the learning environment has been disrupted. This program does not have a common application. The Department contacts potential applicants in impacted areas to determine eligibility and support eligible applicants with requesting funds.

Establishes the Small, Underserved, and Disadvantaged Communities Grant Program to provide grants to eligible entities for projects to assist public water systems to meet Safe Drinking Water Act requirements.
