Fourth District Tenant-Landlord Assistance Help Center

For constituents seeking help paying back rent or landlords seeking help getting rental payments, the resources below offer a one-stop shop for Fourth Congressional District residents. Please note that DeKalb and Gwinnett county residents seeking help must apply for relief funding directly to county programs -- residents of Rockdale and Newton apply through the state of Georgia to the Department of Community Affiars. 

DeKalb County: The Tenant-Landlord Assistance Coalition Program

On February 9, 2021, DeKalb County CEO Michael Thurmond announced receipt of a $21 million grant from the Federal Emergency Rental Assistance program. CEO Thurmond convened a Tenant-Landlord Assistance Coalition comprised of public and nonprofit partners. The coalition will provide financial relief to DeKalb renters threatened by eviction and landlords facing revenue losses—both due to the COVID-19 pandemic.

Gwinnett County: Emergency Rental Assistance Program

Gwinnett County has received more than $28.1 million in stimulus funds through the federal Emergency Rental Assistance Program. These funds will be used to extend Project RESET to provide direct rental and utility assistance to income-eligible individuals and households financially impacted by COVID-19. Rockdale/Newton Counties: Administered by the Georgia Dept. of Community Affairs

The Georgia Department of Community Affairs began administering the State of Georgia Rental Assistance Program (GRA) in early March 2021. GRA can help renters with their past due rent and utilities. Payment will be made directly to landlords and utility providers. More information on program details and how to apply will be added to this page as soon as the online application portal is ready. 

The State of Georgia received $552 million from the U.S. Treasury for the Georgia Rental Assistance Program. These funds will be administered by the Georgia Department of Community Affairs (DCA) through the Georgia Rental Assistance Program.

The Georgia Rental Assistance Program can assist with past due rent (not mortgage) and utilities. The money will be distributed directly to landlord and eligible applicants will receive up to 12 months of payment relief (up to $15,000).
