Congresswoman Manning was pleased to secure $16,513,000 for ten community projects in North Carolina's Sixth District during fiscal year 2022. Funding was granted for every project that Congresswoman Manning requested. Read more about those projects below.

Following the success of community funding projects during FY22, Congresswoman Manning is excited to submit the following projects for consideration by the House Appropriations Committee for FY23.

Project Name: Accelerating Food Assistance and Job Training for 6th District Residents

Request Amount: $1,000,000

Intended Recipient: Second Harvest Food Bank

Address: 3655 Reed Street, Winston-Salem, NC 27107

Explanation of the Request: Second Harvest Food Bank is building a state-of-the art Food Bank headquarters in Winston-Salem, serving our 18-county region to manage the distribution of over 40 million pounds of food annually, provide culinary and other job training, and teach nutrition education. In addition, they are enhancing the activities based out of our Greensboro Distribution and Nutrition Education Center focused on food distribution/access and nutrition education in Guilford County and four other North Carolina counties.

Specifically, this project will improve food distribution across the 18-county service area with a focus on Forsyth and Guilford Counties where approximately 50% of the more than 48,000,000 pounds of food, or 42,000,000 meals, were provided last fiscal year. The new headquarters facility and the Greensboro Center more than doubles the capacity to receive, store, and distribute fresh produce, meats, and dairy. The headquarters location in Whitaker Park will consolidate the current warehouses and off-site storage in Forsyth County and create efficiencies in the management and distribution of food – resulting in the ability to target food to where it is needed more quickly. In addition, they will expand culinary training that has graduated nearly 850 individuals during its history, add new training in the areas of forklift operations and supply chain management, and expand the nutrition education that helps residents maximize their limited food resources. Along with these additional benefits to the community, the consolidation of their facilities will create significant cost savings in the operating costs equaling over $200,000 annually if this request is funded. For this focus of the project, the funds will provide the ability to fully invest in the nutrition education classroom, build the infrastructure for the job training programs, and improve the warehouse space to help distribute food more effectively and efficiently.

At the Greensboro Center – launched in April 2021 following the successful fundraising campaign for facility renovation and start-up – these funds will be used to support an expanded distribution model in the heart of East Greensboro, provide new job and job training opportunities for local college students, and teens, and allow Second Harvest to facilitate stronger outreach and food distribution to Guilford County and its immediate surrounding counties.

Project Name: Beeson Creek Stream Restoration

Request Amount: $2,420,000

Explanation of the Request: 

This project is part of a multi-phased project. This phase will transform 1710 linear feet of unstable streams into a naturally resilient ecosystem with improved water quality and wildlife habitats. Project components will include streambank stabilization, excavation of floodplain pools for water storage and habitat enhancement, and planting a diverse forest community to support wildlife. The result will be a stable watershed with natural floodplain areas that hold floodwater to reduce downstream risk and improves ecological conditions in the watershed.

Project Name: Child Development Associate Apprenticeship Program

Request Amount: $300,000

Intended Recipient: Guilford Child Development

Explanation of the Request: North Carolina is considered a “child care desert” for infants and toddlers, where only 18.7% of the state’s infants and toddlers can be served by existing licensed child care slots. Yet 62% of NC parents with infants and toddlers are working parents. And the Bureau of Labor has projected that the need for preschool teachers will grow by 10% from 2016 to 2026. At the same time, fewer early childhood teachers are entering the workforce. The implications of these trends are clear: the shortage of qualified early childhood teachers is rising to a crisis level. 

In an effort to meet the need for qualified teachers and to offer opportunity and advancement for low-income individuals, Guilford Child Development has launched the Child Development Associate Apprenticeship Program. The Child Development Associate Apprenticeship offers participants on-the-job learning and coursework aligned with the knowledge and competencies required to be fully proficient employees. They will receive specialized training with a one to one mentor, as well as classroom-based, related technical instruction that can result in college credit. All apprenticeships culminate in a CDA exam and nationally recognized credential from the Council on Professional Recognition. Apprentices are given time to attend classes with contextualized coursework that applies directly to the job. Wage increases are earned as participants meet benchmarks for skill attainment and completion of the program. After earning credentials, participants can continue their education to earn an Associate or Bachelor degree; opt to open their own child development program or continue to work at an early childhood education facility, such as Guilford Child Development’s Head Start programs. The CDA Apprenticeship program is a 12month, 766hour training and educational experience. Each apprentice will complete 146 hours of educational instruction, 120 hours in mentoring and occupational training and 344 hours hands-on training in early childhood centers followed by 156 hours in classroom experience.

Project Name: Commercial Shared Use Kitchen 

Request Amount: $3,072,000

Intended Recipient: City of High Point

Explanation of the Request: 

To provide a commercial shared-use kitchen in the southwest area of downtown High Point.

In 2018, the City of High Point received a technical assistant grant from USEDA through Smart Growth America’s Small-Scale Manufacturing and Place-Based Economic Development program. The report identified the need for High Point to have a shared-use, commercial kitchen that would benefit entrepreneurs, food truck operators, and other preparation-related small businesses that were otherwise experiencing access and cost barriers to starting and growing food businesses. In consultation with a commercial shared-use kitchen operator within the Triad, it has been determined that a 12,000 square foot building is the ideal size for such a facility. This size facility could serve approximately 15 entrepreneurs.

Project Name: Elm-Eugene Street Gateway Complete Streets Project

Request Amount: $4,000,000

Intended Recipient: City of Greensboro

Explanation of the Request: The South Elm/Eugene Street Complete Streets project will reconfigure 1.8 miles of existing roadway to install complete street features. Improvements will include resurfacing, bike lanes, traffic signal upgrades, bus shelters, enhanced sidewalk and ADA upgrades, reconfiguration of existing medians, street trees and upgraded street lighting.

Project Name: Gate City Coalition/Cure Violence Model Program

Request Amount: $620,802

Intended Recipient: One Step Further, Inc.

Explanation of the Request: 

Gate City Coalition (GCC) utilizes the Cure Violence health model developed at the University of Chicago to address the acts of violence in Greensboro, North Carolina. The premise of the Cure Violence model is that violence is a learned behavior that can be prevented using disease control methods. Thus, GCC implements a three-prong approach to local violence prevention by:

(a) detecting and interrupting transmission;

(b) providing ongoing behavior change and support to those at highest risk; and

(c) mobilizing the community to change norms that allow, encourage and exacerbate violence in chronically violent neighborhoods to healthy norms that reject the use of violence.

Project Name: GCS Middle School Learning Hubs Expansion Project

Request Amount: $2,500,000

Explanation of the Request: 

During the COVID-19 pandemic, GCS has prioritized getting students back into the classroom safely and serving the largest number of students possible with academic interventions that not only get them back on track but advance them to new heights. As GCS rebounds from the pandemic, we know prolonged school closure has left large gaps of unfinished student learning in its wake. Data released from the Center for Research on Education Outcomes in fall 2020 captured the stark reality of learning loss: In math alone, students could have lost as many as 232 days in math in an online learning setting in the first four months of school closure. The pandemic has affected every student, pre-K-12, in some way. 

This proposal seeks to expand learning loss intervention to the district’s 22 middle schools. The goal is to create flexible, durable spaces — according to each school community’s unique needs — for students to find tailored supports ranging from academic to social-emotional, and enrichment to support student success. They and their families will also be able to access a range of supports that promote post-secondary success.

Project Name: Guilford Success Network

Request Amount: $2,213,914

Explanation of the Request: The Guilford Success Network is a community-inspired, evidence-based virtual system that coordinates and delivers services for Guilford County’s low-income residents – empowering them to achieve their economic goals and attain sustainable economic stability. The success of the project is achieved through three central objectives:

  1. Build a coordinated community of practice and services, supported by a technology-based platform to establish a virtual network.
  2. Engage residents as participants in the Guilford Success Network, paired with live coaches and coordinators, to develop customized household plans for transitioning out of poverty that include connections to the integrated services provided through the Guilford Success Network.
  3. Deliver, measure, and report outcomes for participants as they achieve their goals for long-term economic stability.

Projections estimate that successful implementation of the Guilford Success Network pilot will serve 1,500 Guilford County households (4,500 individuals) with custom pathways for combatting poverty, with the support of a Guilford Success Network Coordinator to accelerate progress to economic stability. Through ongoing analysis and a robust system of continuous quality improvement, the Guilford Success Network will use data about our collective impact to identify and bridge service gaps –improving the overall effectiveness of service-delivery across the Guilford County community – as well as to establish best practices for full implementation of the Guilford Success Network.

Project Name: Hayes-Taylor Memorial YMCA Childcare Expansion

Request Amount: $1,500,000

Explanation of the Request: The YMCA of Greensboro is seeking funds to partially fund the expansion cost of our childcare wing at the Hayes-Taylor Y to meet the childcare needs in our community. The expansion project adds a second floor to the YMCA’s current childcare wing. The four additional classrooms will also allow for cross-generational space for teen programming in the evenings and weekends; as well as senior programming during the day. Hayes-Taylor Y, located in East Greensboro, offers the largest 5-star licensed child care center in Greensboro as well as excellent afterschool, teen, and senior programming. This expansion project adds a second floor to the YMCA’s current childcare wing which will allow the Y to serve additional families, increasing its capacity by 29% in early learning education from serving 66 to 85 children; and, 100% in its afterschool and summer camp programs by adding 100 children.

Project Name: Intergenerational Center

Request Amount: $1,342,840

Explanation of the Request: The Winston-Salem State University (WSSU) School of Health Sciences (SOHS) is a dedicated space collaborator in the new Senior Services Intergenerational Center for Arts and Wellness, in Winston-Salem, NC. The health professions programs of the SOHS are requesting $1,342,840 in funding for capital equipment and other equipment/supplies to outfit this new WSSU health services space. The space will house a number of community clinics currently offered by the WSSU SOHS in and around East Winston and surrounding areas that provide health and preventive care services and programming for the underserved population. The goal is to expand the health services offered to meet the needs of the community, while providing experiential learning for WSSU SOHS students in a state of the art facility.

Project Name: Real Time UTV Response

Request Amount: $62,000

Intended Recipient: Pleasant Garden Fire Department

Explanation of the Request: As a rural community, Pleasant Garden faces a first response challenge from 1400 acres of open space parks and many square miles of agriculture land across multiple fire districts that are recording mounting emergency cases requiring off-road response. This equipment will allow Pleasant Garden to reach a patient in a timely manner and be able to extricate them to the hospital within the hour. All funds requested would be used for this project which includes a UTV, trailer, pump and tank for the bed along with a stretcher mount.

Project Name: Runnymede Water Infrastructure Improvements (#1)

Request Amount: $2,800,000

Intended Recipient: City of Winston-Salem

Address: 1807-1869 Runnymede Road Winston-Salem, NC 27104

Explanation of the Request: The water and sewer infrastructure portion of the project consists of replacement of 10 sewer service connections and a sewer main crossing the stream along Runnymede Road. This project also includes the repair/replacement of a water main crossing the stream, and the installation of approximately 1,200 linear feet of a new sewer main on to allow for the collection of the wastewater flow from the existing service connections.

The storm water infrastructure portion of the project will restore Runnymede Branch a tributary to Peters Creek runs through the park. The stream has stream banks that are unstable and severely eroded and this project will address stream restoration, enhancement and protection that will protect the new water and sewer infrastructure. The project will also replace aging, deteriorating and failing drainage pipe systems.

Project Name: Small Scale Manufacturing for Equitable Opportunity

Project Name: The Steelhouse Center for Urban Manufacturing and Innovation

Request Amount: $6,000,000

Intended Recipient: The Nussbaum Center for Entrepreneurship

Explanation of the Request: Headed by the Nussbaum Center for Entrepreneurship (NCFE) “The Steelhouse” will create a unique center of urban manufacturing and innovation as part of a vital cluster site in the long under-utilized former Carolina Steel factory at 1431 S Elm-Eugene Street. Located in an Opportunity Zone and a Qualified Census Tract (113), over 50% of all households have an income of less than 60% of the Area Median Gross Income. The 11-acre campus offers minimal access barriers for wide-ranging opportunities for BIPOC and others in an institutionally historically marginalized neighborhood.

Project Name: Teacher Academy

Explanation of the Request: Teacher Academy is centered around teacher leadership. Our goals are to recognize, reward and retain excellent classroom teachers, while utilizing their expertise to help and support their colleagues. Teacher Academy is focused equitably creating opportunities for impactful teachers to influence colleagues’ instructional practices, which will have a dramatic effect and direct impact on student outcomes district-wide. Moving forward, we are making even more conscious efforts to expand our program and leadership opportunities into our high-needs schools by focused recruitment efforts, implementing lead mentors in each school, continued Quality Colleague relationships, and purposeful, student-centered professional development.

Fiscal Year 2022

Congresswoman Kathy Manning (NC-06) announces $16,513,000 in funding for community projects located in North Carolina’s Sixth District. This funding was passed into law as a part of the omnibus government funding bill in March of 2022.

“I am proud to secure $16,513,000 in funding for community projects across the Triad,” said Congresswoman Manning. “This funding will be used to make our communities safer, invest in workforce development, and combat learning loss. As our communities recover from the pandemic, it’s imperative that we make strategic investments to bolster our economic development and ensure that we are building back stronger and more equitably than before.”

The community projects receiving funding include:

  • $3,000,000 for Computer-Aided Dispatch System Replacement for the City of Greensboro, NC 
  • $273,000 for Winston-Salem Police Department Real Time Crime Center Technology Upgrades 
  • $190,000 for LED lighting upgrades in the City of Winston-Salem

Project Name: Build a Skilled (Post-COVID) Workforce Program

Request Amount: $1,608,600

Explanation of the Request: The Build a Skilled (Post-COVID) Workforce for Disadvantaged Communities program will promote job creation and entrepreneurship training in disadvantaged communities. The eight-week training will include learning modules, guided application sessions, guest speaker events, and weekly simulators to prepare participants to take the Entrepreneurship and Small Business (ESB) certification exam. With a focus on occupational training in the skilled trades involved in advanced manufacturing, logistics, and aviation - key areas of employment in the regional economy - the Build a Skilled (Post-COVID) Workforce for Disadvantaged Communities program will leverage local assets to achieve long-term employment in good paying jobs.

Project Name: Computer Aided Dispatch (CAD) System Replacement for the City of Greensboro, NC 

Request Amount: $3,000,000

Explanation of the Request: I am requesting $3 million in funding for the Computer Aided Dispatch (CAD) System Replacement for the City of Greensboro, NC for Fiscal Year 2022.  The entity to receive funding for this project is the City of Greensboro, NC, located at Guilford Metro 911 Center, 1903 Midway Street, Greensboro, NC.  The funding would be used to replace and implement a new CAD system to improve data analysis capabilities.  Replacing the existing CAD with a more advanced and efficient system will provide Guilford Metro 911 with dispatch functionality and data analysis capabilities that cannot be developed in the current platform. This will result in a public benefit through enhanced responses to emergency situations and more accessible and usable information.

Project Name: Data and Technology Institute at the University of North Carolina Greensboro for Fiscal Year 2022 for the High-Speed Education Network Access Pilot project

Explanation of the Request: Funds for this project will cover the purchase and installation of WiFi modem devices for 6,000 high-risk students in the Guilford County Schools network. The devices will be capable of receiving the CBRS 5G network signal and broadcasting the eduRoam wireless network which provides access to vital educational resources. Additionally, the funding will address the digital divide and allow high-school students to connect to the Guilford County Schools network from their homes, providing access to vital educational resources.

Project Name: Education Recovery Program

Explanation of the Request: The funding would be used to support five sites that provide summer and out-of-school wrap-around services for students in Kindergarten through 12th grade. The program provides tutoring services and enrichment programs for students in Kindergarten through 8th grade and offers credit recovery, content instruction, and tutoring for high school students.

Project Name: Greensboro Innovation District

Request Amount: $5,000,000

Intended Recipient: City of Greensboro

Address: 300 West Washington Street, NC 27401

Explanation of the Request: I am requesting $5,000,000 for the Greensboro Innovation District for the City of Greensboro, NC for Fiscal Year 2022. The Greensboro Innovation District will be a vehicle for revenue growth in a depressed area of town as well as an efficient use of existing vacant structures.  The district will offer the prospect of jobs and educational opportunities within key targeted industries for a disadvantaged population in the surrounding low-income neighborhoods. The surrounding neighborhoods will benefit from the expansion of high-speed broadband connectivity that will be necessary to support the business requirements of the Innovation District. It will be located in a depressed downtown area that has been designated as an opportunity zone. There are many properties for sale and the potential for strategic use of numerous existing structures and historic buildings that could be renovated for offices, maker spaces, tech startups, incubators, etc.  The south end of downtown Greensboro is emerging as the place for innovation and could logically continue to expand down South Elm Street

Project Name: Guilford County Schools Intensive One-on-One Tutoring Initiative Expansion project for Fiscal Year 2022

Explanation of the Request: The funding would be used to support the Guilford County Schools Intensive One-on-One Tutoring Initiative Expansion project which serves the needs of students who have experienced learning loss as a result of school closures.

Project Name: High Point Shelter and Day Center for the Homeless

Request Amount: $3,000,000

Intended Recipient: City of High Point

Explanation of the Request: I am requesting $3,000,000 for the High Point Shelter and Day Center for the Homeless for Fiscal Year 2022. The proposed center would provide emergency shelter and transitional housing, as well as opportunities to individuals to access services, learn basic skills, and regain their ability to live independently. There would be an emergency/short-term bed service as well as a long-term supportive care program. Supportive services would include but would not be limited to permanent housing locator and resources, family reunification, case management, support for mental and physical health care through collaboration. This facility would serve as the homeless services center for High Point and facilitate service delivery in one location with partner agencies. Currently, services are provided in multiple facilities by several partners. A centralized location would provide a permanent, quality base for services to both men and women and allow Open Door Ministries to increase their scope of work.

Project Name: High Point Multi-Modal Connector Greenway

Request Amount: $1,500,000

Intended Recipient: City of High Point

Explanation of the Request: I am requesting $1,500,000 for the High Point Multi-Modal Connector Greenway for the City of High Point, NC for Fiscal Year 2022. This multimodal connector would help bridge a critical gap from the existing High Point Greenway to High Point's downtown, and would provide a spine that would provide future greenway connectivity options throughout the City.  The project will enhance equitable access to outdoor recreation, economic development, and safe, healthy, active transportation. The project will connect communities and bring more urban renewal to High Point. This trail connection will also complete a long-distance commuter and recreational greenway from Greensboro, NC and Northeast High Point to Downtown High Point.  This project was identified as the top priority corridor in High Point in the High Point MPO Regional Bicycle Plan and the 2021 City of High Point Greenway Master Plan.

Explanation of the Request: This request would support the City of Winston-Salem installation of LED lights at a city-owned parking deck and the transportation center to cut electricity use from these facilities and to improve safety for the public when using the facilities.
