Community Funded Projects
Congressman Pallone has submitted funding requests for important community projects in New Jersey’s 6th Congressional District to the Appropriations Committee in the U.S. House of Representatives.
Under guidelines issued by the Appropriations Committee, each Representative may be able to request funding for up to 15 projects in their community for fiscal year 2023 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. Project Name: Enhancing Installation Coastal Resiliency at Naval Weapons Station Earle
Intended Recipient: NY/NJ Baykeeper, 1222 NJ-36 Unit 4, Hazlet, NJ 07730
Amount: $3.5 million
Explanation: New Jersey is on the frontlines of the climate crisis. The funding will be used to develop coastal resiliency projects that will stabilize the shoreline in communities around Naval Weapons Station Earle and develop resiliency alternatives for other Naval installations with exposure to climate change impacts. Coastal resiliency projects are a proven to help coastlines mitigate the effects of stronger storms and sea level rise caused by climate change.

Project Name: Dr. William Toth Health Center Expansion Project

Explanation: The Toth Memorial Health Center provides critical public health services and resources in Middlesex County. The funding will be used to renovate and expand Center to better meet the health needs of the community, especially for underserved seniors. The expansion will enable Edison to greatly expand its offerings of vaccinations, health screenings, STI/STD testing, and other services to aging residents.

Explanation: The funding will be used for the purposes of sustaining a trauma-informed (TI) care model to address the impact of Adverse Childhood Experiences (ACEs) on school-aged children in Monmouth County. This project will support the Boys & Girls Clubs of Monmouth County in its efforts to put young people on the path to great futures by providing safe, positive environments that promote well-being.

Project name: The Education Wing at the Metlar-Bodine House Museum Historic Site Project

Explanation: The funding will be used to complete the final phase of an extensive restoration project for the Metlar-Bodine House Museum, including the construction of an Educational Wing that will feature the Ross Hall Wall and other important historic treasurers. The Museum is listed on the state and national registered historic sites and embodies the rich history of Middlesex County with a collection of local memorabilia and architecture.

Project Name: Maintenance Dredging of the Shrewsbury River

Amount: $26.5 million
Explanation: The funding will be used to dredge both the North Branch and South Branch of the Shrewsbury River, NJ for approximately 14 miles. This dredging is important for the economies of communities along the Shrewsbury by making the river more navigable for local boaters and fisherman and women.

Project name: Highlands Municipal Harbor Bulkhead Repairs

Explanation: The funding will be used to repair a deteriorating bulkhead that is one of the most critical pieces of infrastructure for residents and businesses near the Borough’s public marina.

Explanation: The funding will be used to replace equipment and upgrade the Communications and 9-1-1 Center, which is jointly used by the Borough’s police, fire, EMS, and OEM services. The funding will ensure critical interoperability and enhance the capabilities of emergency responders in the community during emergencies.

Project name: Carteret Ferry Terminal Building Project

Explanation: The terminal is a critical part of Carteret's efforts to run a ferry from central New Jersey to downtown Manhattan. The funding will be used to build the multimodal ferry terminal building planned and designed by the Borough. Completion of this project will foster economic development in the community by creating a regional intermodal transportation hub with transfers between the ferry, NJ TRANSIT bus routes, local jitneys, automobiles and adjacent pedestrian and bicycle paths.

Explanation: The funding will be used to purchase new electric buses and charging infrastructure to transport underserved communities within the Township simultaneously creating cleaner air and more transportation options in Woodbridge. This funding will help Woodbridge Township achieve its goal of aligning its infrastructure with New Jersey’s master plan and transitioning its municipal fleet to electric vehicles.

Project name: Church of the Presidents Restoration Project

Explanation: The Church of the Presidents hosted seven U.S. Presidents for church services in the 19th and 20th centuries, six of whom were in office when they used the church for worship. The funding will be used to complete the restoration efforts of this historically significant structure in American and New Jersey history.

Explanation: The funding will be used to create a waterfront park by reclaiming and rehabilitating the waterfront area to create an open park concept and conservation area. The park will serve as an important public space for the community after its rehabilitation and will help create a new public space for families to use.

Funding will also be used to purchase instrumentation for a wetlab that will provide lab space for students from nearby underserved communities and help promote diversity, equity, and inclusion.

Improving our understanding of coastal resiliency will help Naval installations and coastal communities combat extreme flooding and bad weather events.
