Rep. Luria’s FY 2023 NDAA Amendment to Establish National Commission on the Future of the Navy Passes HASC Markup

WASHINGTON, D.C. – Today, the House Armed Services Committee (HASC) passed Vice Chair Rep. Elaine Luria’s (D-VA) amendment to the Fiscal Year 2023 National Defense Authorization Act to establish a national commission on the future of the Navy. 

Rep. Luria’s amendment would establish a commission comprised of Members of Congress and individuals with expertise in Navy policy and strategy, force structure, organization, and design to study the present conditions of the service. The commission will review the force structure of the Navy, with an emphasis on readiness, training, ship maintenance, ship building, manning, and personnel. 

“As a Naval Academy graduate and 20-year Navy veteran, I care deeply about the Navy and the service’s role in protecting and defending our interests at home and abroad,” Rep. Luria said. “My amendment to study the future of the Navy will ensure that the world’s most formidable maritime force remains a strong deterrent capable of projecting strength and defending our nation at a moment’s notice anywhere in the world. I have repeatedly criticized the Navy for not having a strategy, and this is a step toward improving our naval and shipbuilding strategy and strengthening our national security.” 

The Chairman and Ranking Member of HASC and its Senate counterpart would each appoint two individuals to the commission, with Members of Congress constituting half of the Commission. 

Congresswoman Elaine Luria represents Virginia’s 2nd Congressional District. She serves on the House Armed Services Committee, where she is the committee’s Vice Chair, the House Committee on Veterans’ Affairs, where she serves as Chair of the Disability Assistance and Memorial Affairs Subcommittee, and the House Committee on Homeland Security.
