American Rescue Plan Act Funding for Wisconsin's Health

President Biden signed the American Rescue Plan Act (ARPA) into law on March 11, 2021. It provides $1.9 trillion in economic stimulus to aid the recovery from the COVID-19 pandemic. The Wisconsin Department of Health Services (DHS) has access to approximately $397 million of that funding to improve the health of Wisconsinites, including for mental health and substance use disorders, as well as home and community-based services (HCBS).

ARPA invests in the people of Wisconsin.


More than $50 million will be invested into community-level supports for people who have been experiencing mental health and substance use challenges.


A total of $350 million will help state residents who are elderly or have a disability receive much-needed services to allow them to live as independently as possible.
