Important certification information
Outpatient mental health clinics with a Wis. Admin. Code ch. DHS 35 certification providing substance use disorder services are required to be certified under Wis. Admin. Code ch. DHS 75 as a substance use service provider [Wis. Stat. § 51.45 (8)(c)].
The current Wis. Admin. Code ch. DHS 75 that took effect October 1, 2022, is the product of years of partner engagement and advocacy to ensure that DHS administrative rules reflect evidence-based practice and support advancement in patient care. This rule puts the health and well-being of people receiving services for substance use first, while easing provider requirements to support greater access to substance use services throughout the state.
Under the Wis. Admin. Code ch. DHS 75, mental health treatment programs have two options for substance use services certification. Agencies are eligible to become certified under DHS 75.49 (outpatient substance use treatment service) in combination with Wis. Admin Code ch. DHS 35 or under Wis. Admin. Code § DHS 75.50 (outpatient integrated behavioral health treatment service). A Wis. Admin. Code § DHS 75.50 certification allows providers to operate under one certification to provide mental health, substance use, or co-occurring services, and have one set of policies and procedures.

Virtual meetings
Wis. Admin. Code ch. DHS 35 Providers
All providers certified under Wis. Admin. Code ch. DHS 35 are encouraged to participate in quarterly virtual meetings with staff from the Division of Care and Treatment Services, Division of Medicaid Services, and Division of Quality Assurance.
All meetings are held from 12 p.m. to 1 p.m.
