Welcome to the web site for the Presidential Advisory Council on HIV and AIDS (PACHA). PACHA was established in 1995 by President Clinton, Vice President Gore, and Secretary Donna Shalala to provide recommendations on the US government's response to the AIDS epidemic. President Bush and Secretary Tommy G. Thompson renewed the Councilīs charter on July 19, 2001.
Council Membership
The Council may have up to 35 members, including the Chair.
Members and the chair are selected by the Secretary from authorities
with particular expertise in, or knowledge of, matters concerning
HIV and AIDS.
In addition, the Council includes ex officio members from relevant HHS components as deemed appropriate by the Secretary or designee.
Members are invited to serve for overlapping four-year terms; terms of more than two years are contingent upon the renewal of the Council by appropriate act or prior to its termination. Members serve after the expiration of their term until their successors have taken office.
